Dear Sir:

Enclosed for your approval is a revised proposed revision of the TM.I Emergency Plan implementing Document, " Emergency Classification and Basis, EPIP-TMI.01," which implements the NUMARC/NESP-007 methodology for development of emergency action leve's (EAL's). A revision to EPIP-TMI-01 was originally submitted in a letter dated December 2,1995, and subsequently superceded by letter dated July 1,1997. This revised proposed revision to EPIP-TMI.01 incorporates information included in the enclosed description of changes, which are based on discussion of comments with the NRC statTduring several phone calls in the November 1997 to January 1998 timeframe. Also, as requested, find enclosed a synopsis of assumptions used in determining effluent radiation monitor setpoints and a partial copy of the Radiation Monitoring System Setpoints procedure.

We request your approval by July 1,1998 to provide us with adequate time for personnel training

j and procedure implementation prior to a September,1998 drill. This drill and several others are planned prior to our June 1999 Biennial Exercise.
