Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Restart Commitments Gentlemen:
At a meeting held on May 10, 1989, between members of our staff and Messrs. W. F. Kane, S. J. Collins and R. A. Capra of the NRC, we stated that we would accomplish certain hardware evaluations and administrative actions before returning either unit to service. These issues and our response were discussed further by Mr.
L.
B.
Russell (BG&E) and Messrs. W. F. Kane and S. J. Collins of the Region I staff in a telephone call on May 19, 1989. Accordingly, the following items will be accomplished before startup of the appropriate unit.
1.
Ilardware (Pressurizer)
The mode of leakage of Unit 2 pressurizer penetrations will be determined. Using the Unit 2 data, an analysis and examination, if required, will be made to determine if the Unit I pressurizer could experience the same mode of le kage and n
whether the units can be safely operated.

Require physical walkdowns of tagging boundaries. The - job supervisor will conduct these walkdowns independently or with Tagging Authority when requested. Limited exceptions will be provided for exclusion areas and confined spaces as determined by the job supervisor and Tagging Authority.
Reorganize Safety Tagging such that the position of Tagging Supervisor is e'evated to report directly to the Supervisor - Operations Maintenance Coordination (OMC).
Prohibit all unscheduled tagouts from being initiated except those which are permitted by the Shift Supervisor or Supervisor-OMC due to the critical nature of the job.

Control of Work Activities Reduce the levels of site work activities and craft contractor staffing by approximately one-third to facilitate more effective control of work.
Itemize and prioritize near-term wor _. on the Performance improvement Plan and Unit outages.
Communicate to employees the work priorities and the need to control work activities and to adhere to procedures.
Schedule jobs involving more than one work group or the Tagging Authority a minimum of three days in advancJ with limited exceptions as authorized by the Supervisor-OMC or Shift Supervisor. All missed work will be brought to the OMC Unit for evaluation of impact on other work and for rescheduling.
Evaluate and implement improvements in communications between Operations shift personnel, Tagging Authority and the OMC Unit.
4.
Procedure Use and Control of Procedure Changes Implementation of the new CCI-101, " Review and Approval Procedures for Proposed Calvert Cliffs Procedures;" and CCI-i l2, " Safety Tagging;" will be complete, including training of user personnel. For CCI-101, we will, among other things:
o Provide a definition for " change of intent;"
Record the reasons for a change in a manner convenient to procedure o
users; o
Provide for a
standardized review and approval process for implementing procedures and their changes, and;

Provide a means for incorporating temporary changes into the master copy of the procedures so that they become a permanent part of the procedure.
In addition to CCI-101 changes, we will continue to emphasize procedure adherence.
All significant procedure violations will have a

Performance Evaluation System or similar investigation performed with the results made available to the NRC.
Additional Actions Since our May 10, 1989 meeting, we have performed a review and walk-through of AOP-9, l
" Alternate Safe Shutdown Procedure / Control Room Evacuation." Some potential weaknesses were identified and communicated to the NRC. Concerns in this area will be addressed before start-up of either unit. A more detailed report will be sent to the NRC explaining any corrective actions.
1 A meeting with the NRC will be held to discuss the completion of the above items and concurrence of the Regional Administrator that the results are satisfactory will be obtained before the first unit re-start.
