POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION RE: RADIOLOGICAL TECHNICAL SPECIFICATIONS AMENDMENT (TAC NOS. M95350 AND M95351)
Dear Mr. Sellman:
On December 15,1997, Wisconsin Electric (WE) Power Company submitted a response to a request for additional information on WE's April 24,1996, radiological technical specifications amendment. The information included revised technical specifications. During review of the supplemental information, inconsistencies in specifying the gaseous effluent limits were noted.
The staff has deterinined that additionalinformation is needed to complete the review. The request for additional information (RAI) is enclosed. A response to the RAI is requested within 30 days of receipt of this letter. If you have any questions, please contact Linda Gundrum at 301-415-1380.

REQUEST FOR ADDITIONAL INFORMATION RADIOLOGICAL TECHNICAL SPECIFICATIONS AMENDMENT 1.
. The gaseous effluent limits on concentration in Technical Specification (TS) 15.7.8,
" Administrative Controls," Section 15.7.8.3, " Plant Operating Procedures and Programs," paragraph b.3 is inconsistent with the dose limits specified in b.6. Please l
clarify the inconsistency.

The Radiological Effluent Control Manual (RECM), Section 5.2.2, references 10 CFR 20.1001-20.2402, Appendix B, Table ll rather than Table 2. Please clarify the reference.

RECM, Section 5.4.2 references concentration values specified in 10 CFR 20, Appendix B Table ll whereas the Offsite Dose Calculation Manual, Section 3.8,
" Determination of [ effective maximum effluent concentration) EMEC for Atmospheric Releases," references 10 CFR 20, Appendix B, Table 2. This inconsistency needs to be clarified and should support the limits for the technical specifications as discussed in item 1 above.

Proposed TS 15.7.8.3.a, last sentence reads "The REMP shall require an annual milk survey and shall require that radioanalyses to be conducted by a laboratory participating in an Interlaboratory Comparison Program." This is only a 1
grammatical correction.
