-Please find attached three (3) completed NRC Form 7 applications for " License to Export Nuclear Materials and Equipment".-

These forms are submitted with reference documentation to support the application.

The application is for the supply of spare parts for Bingham-Willamette pumps supplied in 1967-1972 to the Rajasthan Atomic Power Station, Kota, Raiasthan, India.

Bingham-Willamette Company, with headquarters located in Portland, Oregon, is a division of Guy F. Atkinson Company of California.

Bingham-Willamette Company has four manufac-turing plants and six service centers in North America and is in the process of building a manufacturing plant in Mexico.

The Portland facility was established in 1924.

Bingham-Willamette Company is a major desianer and manufac-turer of sophisticated centrifugal pumps.

Our principle markets are petro-chemical and power plants, both fossil and nuclear.

We are an international company with pipeline, petro-chemical and power plant equipment located worldwide.

Bingham-Willamette's Canadian division designed, built and supplied the primary heat transport pumps, and light water pumps for the Canadian Candu heavy water design under-Canadian Government sponsorship for India.

These pumps, the subject of our application, were installed in the Rajasthan l

I and II Nuclear Power Plants in India.

. ~ Bingham-Willamette Company the RAPP I and II sites.

He requested we investigate the possibilities of furnishing the required replacements.

It was considered desirable to send a Bingham-Willamette engineer on a fact-finding trip without-providing any technical assistance.

Contact was made'with Mrs. Johnnie F.

Raymond, Chief,. Operations Branch, Division of Politico-Military Security Affairs, and also Mr. Marvin Peterson of the Nuclear Regulatory Commission.

The visit was acceptable with the stipulation that it was fact-finding.

Since the fact finding visit, a formal proposal was made to India, whereby Bingham-Willamette Company made specific recommendations for replacement spare parts for our propri-etary pumps.

This proposal was prepared in consultation with various members of the U.S. Department of Commerce.

The proposal covered the following pumping equipment:

(A)

Spare parts for the primary heat transport pumps.

Bingham Model 12x12x15 RV (B)

Spare rarts for the heavy water pumps.

Bingh-Model 8x8x12 CD Bingham Model 2-1/2x4x9-3/4 HPB Bingham Model 8x10x11 RV (C)

Spare parts for the light water pumps.

Bingham Model 12x12x15 MSD Bingham Model 2x3x8-3/4 MSC We have now received thre': purchase orders from the Govern-ment of India for the above spare parts.

This information is submitted for reference and is attached to the three NRC Form 7 as indicated in our opening paragraph.

The total dollar value of the order is $444,159.98.

Bingham-Willamette Company recognizes that difficulties exist in the supplying of nuclear components to India.

However, the plants in question RAPP I & II (Rajasthan) are considered " safe reactors" and the plant is covered by IAEA safeguards.

In planning global coverage in marketing and manufacturing, Bingham-Willamette Company considers India to be a viable loc:ation for a manufacturing site; to manufacture and market its highly regarded pumping equipment.

In this regard the future plans of Bingham-Willamette Company relative to India and the Far East will be significantly affected by our -

_SHI PME NT s Shipment shall be arranged by the Supplier through any Vessel to the Consignes on freight collect basis. Freight charges to the Carriers will be paid at deoitnation by the Purchaear.

9.0 QUALITY SURVEILLANCE. INSPECTION & TESTINGS The asteriale couered under this order shall be subject to quality surveillance by the Purchseer or his authorised representative at his own cost.

The Supplier shall provide all the testing and inspection services and facilities as required.

The inspection shall be carried out in a manner satisfactory to and shall be subject to approval by the Purchaser. Please aneure that the spare parte supplied by Bingham under this order uould be as per the Nuclear Codes originally adopted for supply to Rejesthan Atomic Power Station duly updated, as agreed during their meeting with the Purchseer. Name and address of Quality Surveillance agency will be intimated to you et the appropriate time.

10.0 ADVANCE INTIM8510N OF DESPATCH:

The Supplier should give an advance intimation to the consignee by cabig/ telex about the shipsont of the Stores covered under this order with a view to enable him to arrange expeditiogo clearance of goods in its arrival in India.
