( Improvement Plan (PIP) Implementation Program. On April 7, 1989, we sent fomer Executive Director for Options, Mr. Victor Stello, Jr. , a report of our PIP (Reference a). That report outlined the urderlying root causes associated with Calvert Cliffs' decline in performance aM chmued necessary corrective actions. At the tire, we pledged to develop ard implenent detailed plans supporting those corrective actions that reqaired a&iitional work. Ihe enclosed report provides that information aM atiresses the long-term actions identified in our June 21, 1989, response to your Special Team Inspection Report (Reference b).
This PIP Irplerentation Program provides a souM strategy for returning Calvert Cliffs to the ranks of the top perforring plants in the nuclear irdustry. I want to e:qhasize how essential this goal is to Baltircre Gas & Electric Ccrpany. In this regard, Mr. Christian H. Poirdexter has been appointed Vice Chairran, effective August 1, 1989. His prirary responsibility is to be the senior cc:porate executive responsible for the Calvert Cliffs Nuclear Power Plant, and he will report directly to re. Mr. Georige C. Creel, Vice President - Nuclear Energy, will contirrae as the executive in charge of the plant and d1 its support and will report dirm:tly to Mr. Poirdexter.
Together, we will ensure that the PIP receives high-level attention ard adegaate resources.
