Eddy, Lawler,. Saint, and Hughes:

This responds to your ~1etter of July 20, 1989, requesting Nuclear Regulatory Commission (NRC) support for 11 massachusetts House Bill f5754. For your infor-mation, the f ollowing compares provisions of the Bill with NRC' requirements or programs.

The Bill would expand the plume exposure pathway emergency planning zone (EPZ) to 20 miles.from each nuclear power plant. .NRC regulations require that a plume exposure pathway EPZ for nuclear power reactors consist of an area about 10 miles in radius and that an ingestion pathway EPZ consist of an area about-50 miles in radius. .W e believe that the 10-mile plume exposure pathway EPZ provides an adequate planning zone for nuclear power plant accidents.

' The Bill would also require that the State establish a real-time radiation monitoring system and a real-time computer data link to each nuclear power plant in Massachusetts. In a matter related to this proposal, the NRC is in the process of implementing an Emergency Response Data System (ERDS). The ERDS will provide direct electronic transmission of a limited set of parameters, includino outputs from effluent radiation monitors, from a licensee computer to the NRC during an emergency. L1 have enclosed a description of that system (Generic Letter 89-15) which includes an explanation of how interested States within the 10-mile plume exposure EPZ of a particular nuclear power plant can

-participate directly in the program (see the answer to Question No. 14).
