Gentlemen:
On May 22, 1989 the Reactor Safety Committee approved a proposal for a revised organizational structure related to the University of Virginia Reacter Facility's health physics program.
According to this proposal, the Health Physicist would in the future report to the Chairman of the Department of Nuclear Engineering (Level 1), rather than to the Radiation Safety Officer as is presently the case.
The revised structure will take effect upon NRC approval of the UVAR and CAVALIER Technical Specification (TS) amendments hereby requested.
The amendments consist solely of a revision to the present Figures 6.1 contained in both the UVAR and CAVALIER TS.
The figures are entitled " Organizational Structure of UVA relating to Reactor Facility".
The organizational independence between the HP and operations group required in the TS will remain unchanged and thus wording changes in the present TS are not required.
Other differences between the current and revised versions of Figure 6.1 are cosmetic and consist of more detail presented in the new version.
The justification for the amendments is presented in the format used for TS wording change request.
- However, it is requested that it not be incorporated into the body of the TS.
