AUGUST MEETING WITH ROSEMOUNT REGARDING t' MALFUNCTIONS OF ROSEMOUNT TRANSMITTERS The Generic Communications Bra'ich (0GCB) and the Instrumentation and Control Systems Branch (SICB), with support from the Vendor Inspection Branch (VIB),
met with Rosemount, Incorporated, and several industry representatives to further. discuss the loss of oil malfunctions of Rosemount models 1153 and 1154 pressure and differential. pressure transmitters and the status of the Rosemount program to address this issue. A listing of the meeting attendees and the meeting agenda are provided in Enclosures 1 and 2 respectively.
I began the meeting by reiterating NRC's perspective on the issue and stating that this meeting was intended to update the NRC and the industry on the status of the Rosemount program to address the loss of oil issue.
In addition, I commented that progress on the resolution of this issue has been slower than anticipated.
I urged Rosemount and other industry representatives to increase their efforts on addressing and resolving this issue in a timely manner.
Mr. Steve Wanek, Vice President, Operations, as well as other Rosemount repre-sentatives, presented additional information on the loss of oil malfunctions and the test results that have been compiled during the last several months. provides the slides presented by Rosemount during their presenta-tion. Mr. Wanek reiterated Rosemount's commitment to resolve the loss of oil issue as quickly as possible and to support their customers in addressing these potential malfunctions.
Rosemount commented that their test program is making progress and as a result they have issued two technical bulletins to their customers that provide test program results and that a third bulletin is expected to be issued within the CONTACT: Jack Ramsey, NRR q

In addition, Rosemount indicated that they plan to begin preparing and distributing for comment draft guidelines, diagnostic procedures, and recommendations for identifying and monitoring potentially defective transmitters to their customers in October 1989.
Once comments are received, these guidelines, procedures, and recommendations will be issued to customers so that they may take appropriate actions at their respective plants to resolve the loss of oil issue.
Rosemount added that they have instituted additional quality control and quality assurance steps in the manufacturing process that they believe minimizes the potential for transmitter malfunctions due to a loss of oil. As a result, Rosemount stated that all transmitters manufactured after July 11, 1989, are not subject to the 10 CFR Part 21 notification issued in May 1989 regarding potential transmitter malfunctions due to a loss of oil.
Mr. Paul Blanch, Chairman of the BWR Owners' Group (BWROG) Subcommittee on Rosemount Transmitters, presented a brief overview of the subcommittee's plans and objectives. provides the slides presented by Mr. Blanch.
He stated that the subcommittee met on August 22, 1989, and plans to address this issue in two major phases.
Phase I will consist of gathering and evaluating industry data, understanding the failure mechanism, and identifying the failure population.
Phase 2 will consist of detecting failures and developing guide-lines for addressing potentially defective transmitters. Mr. Blanch added that the BWROG has been working with Rosemount on the loss of oil issue and they 1
will continue to work together until this issue is resolved.
The NRC will continue to monitor Rosemount and industry progress on this issue and continue to consider regulatory action if it is deemed necessary.

IF THERE IS NO SPAN SHIFT THEN A ZERO SHIFT WILL RESULT IN AN EQUAL SHIFT AT FULL SCALE OUTPUT.
e DEFINITION OF SPAN SHIFT: A SPAN SHIFT IS A CHANGE IN THE OUTPUT SPAN OF THE TRANSMITTER. A SPAN SHIFT IS THE DIFFERENCE BETWEEN THE CALIBRATED SPAN AND 16 mA. A SPAN SHIFT DOES NOT AFFECT THE ZERO OUTPUT OF THE TRANSMITTER.
