REQUEST FOR TECHNICAL ASSISTANCE IN THE EVALUATION OF CFCI'GIA POWER COMPANY'S METHODOLOGY FOR QUALIFYING TAPED CABLE SPLICES FOR USE IN INSTRUMENT CIRCUITS AT PLANT HATCH UNITS 1 AND 2. (TAC #69195)

Crocker Review Status: Complete In response to RII's request for assistance in evaluating the qualification of the subject cable splice, the Instrumentation and Control Systems Branch (SICB) has completed its review and evaluation of the submitted documentation related to this issue. The documentation includes a licensee " Summary Evaluation Report (SER) and an attachment identified as " Environmental Qualification Report Evaluation Checklist" (EQRE). The licensee has provided i details on the methodology which was used to qualify taped cable splices as j replacement electrical connections for terminal blocks in several i

selected low-voltage transmitter measuring circuits at Plant Hatch Units 1 and '

2. The measuring circuits in question are all located outside primary containment of these power plants.

SICB's review of the licensee submittal finds that it has been successfully demonstrated that sufficient similarity exists between the subject Plant Hatch OKonite taped splice configuration and the previously qualified (by test) (

splice. Additionally, the licensee has also demonstrated (by analysis) that  !

the subject cable splices will prevent moisture from intruding within the associated i electrical connections for the application and service intended at Plant Hatch.

9 David B. Matthews On the basis of these review findings, SICB concludes that the replacement cable splice is an acceptable electrical connection for the applications specified in both the licensee submittal and the reference memorandum from RII. .

SICB's evaluation to support the above findings is enclosed. Also attached'as Enclosure 2, is the SALP input which is based on the development of this SER.
