PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD MAY 1.TO MAY 17, 1989 Enclosed is the Peach Bottom periodic status report from the NRC Restart staff at the Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

4 ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD May 1 - May 17, 1989 1.0 Plant Status As of 8:00 a.m. on May 17, 1989, the Unit 2 reactor is in the startup mode at 4% power and at rated pressure of 920 psig. The restart power testing program is in progress. Unit 3 is in the refueling mode with the core off loaded into the spent fuel pool.

2.0 Facility Operations Summary 2.1 Unit 2 The licensee completed training startups on May 1, 1989. The licensee then conducted reactor heatup and pressurization to test the high pressure coolant injection (HPCI) and reactor core isolation cooling (RCIC) systems. A RCIC condensate pump motor controller malfunction was corrected, and the RCIC system was tested satisfactorily on May 4, 1989. A HPCI wiring error and cn electrical grounding problem were corrected, and HPCI testing from the control room was completed satisfactorily on May 5, 1989. HPCI was subsequently tested satis-factorily from the alternate shutdown panel on May 8, 1989.

Safety relief valve (SRV) testing was performed on May 9, 1989; however, one SRV failed to reclose initially and three SRVs had position indication problems. A drywell inspection at 450 psig reactor pressure occurred on May 10, 1989. One valve had a packing leak which was repaired. The licensee concluded that the SRV required replacement during subsequent SRV testing on May 11, 1989. The licensee shut down Unit 2 on May 11, 1989. The'SRV was replaced and the unit restarted on May 13, 1989. SRV retesting was completed satisfactorily on May 14, 1989.

During reactor heatup to rated conditions on May 14, 1989, problems were noted with the electro-hydraulic control (EHC) system. The reactor was taken subtritical and the EHC system was repaired. The reactor was restarted and the reactor achieved rated pressure conditions (920 psig) on May 15, 1989.

2.2 Unit 3 Unit 3 continues in its seventh refueling outage that began October 1, 1987. Unit 3 outage work including maintenance and modification activities is in progress.

3.0 Items of Special Interest 3.1 A Plant Manager's RUN mode hold point meeting was held May 16, 1989.

4.0 NRC Activities During the period 4.1 The NRC restart staff continued with around-the-clock coverage of i Peach Bottom activities during this period. The restart staff ,

consisted of resiaent inspectors, regional project inspectors, head- i quarters specialists, regional specialist inspectors, and contract  !

personnel. These individuals consisted of the following: 1 James C. Linville - Section Chief Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers -_ Resident Inspector Julian H. Williams - Project Engineer Jack Gadzala . Reactor Engineer Madan Dev - Reactor Engineer Don Draper - Licensing Engineer Chip Larson - Licensing Engineer Robert E. Martin - Project Manager Areas inspected included power ascension testing program, operational safety, startup training activities, radiation protection, physical security, control room activities and demeanor, reportable events, l surveillance testing, outage activities, maintenance, and outstanding l items. These items will be the subject of a future inspection report.

4.2 Two regional inspection reports were received.during this period.

Examination report 277 and 278/89-10 was issued on April 20, 1989. l An operating test was administered to one reactor operator applicant.

The applicant passed the operating test.

Inspection report 277 and 278/89-11 was issued on April 26, 1989, for the inspection which occurred on April 5 - 11, 1989. This inspection of the Unit 2 Restart Power Testing Program concluded that the program was satisfactory to support the restart of Peach Bottom. No violations were identified.
