This letter is being submitted as a resuit of discussions with the NRC on May 13,1998, conceming the pending issuance of license amendments for Limerick Generating Station (LGS),

. 1. 0 Unit 1. Thc license amendments pertain to the res:lution of an unreviewed safety question (USQ) supporting the implementation of a plant modification in response to Bulletin 96-03,

Reactors " Specifically, the USQ involves the design assumptions used for determining the amount of debris that would be expected to be generated under LOCA conditions and the amount of material that would be transported to the Suppression Pool.

The NRC informed PECO Energy of its intentions to issue a new appendix (i.e., Appendix C,

" Additional Conditions") to Facility Operating License (FOL) No. NPF-39 for LGS, Unit 1. This

new appendix would include the proposed license conditions for resolution of the USQ and t "'

support closure of Bulletin 93-03. PECO Energy has reviewed the proposed license conditions and finds them acceptable for incorporation into the LGS, Unit 1, FOL. PECO Energy J'?

understands the license conditions to read as follows:

PECO Energy has collected substantial baseline data regarding Suppression Pool cleanliness conditions (i.e., sludge accumulation rates and foreign material presence) for LGS, Unit 1. This data is based on inspection and cleaning operations performed in the Unit 1 Suppression Pool

.f during the last two (2) refueling outages. We will conduct the required visual inspections every other refueling outage (i.e.,1R09 and 1R11), as stipulated in the proposed license condition above. If the analysis of data collected during the iR09 and 1R11 inspections concludes that an

increase in inspection interval is justifiable, PECO Energy may decide to change the inspection interval in accordance with the license condition above.
