On May 6,1998, NRC staff met with staff from U.S. Enrichment Corporation (USEC) and t

Lawrence Livermore National Laboratory (LLNL) to discuss technical and licensing aspects of the Atomic Vapor Laser Isotope Separation (AVLIS) process and proposed AVLIS facility.

l Portions of the meeting vere closed in order to discuss classified information related to the AVLIS technology. The purpose of the briefing was to begin detailed discussions between NRC-and USEC to prepare for licensing a full scale AVLIS facility.

During the meeting, Dr. Paperiello (NRC) stated his plan to complete staff review of the AVLIS enrichment facility 18 months after submission of a high quality application. This schedule, however, is dependent on NRC staff having sufficient resources to accomplish this effort. The

. entire AVLIS effort may involve three separate licenses - one for a feed conversion facility, one for the enrichment facility, and one for a product conversion facility. Locations have not yet been determined by USEC for any of the proposed facilities. The NRC staff cautioned that interactions between facilities would have to be considered if more than one facility were located at the same site.

USEC, once privatized, expects to apply for an AVLIS license as early as February 1999; however, this date is dependent on the schedule for USEC privatization. Non-site specific submittals, however, are expected to be submitted for NRC review before that date.
