Millstone Nuclear Power Station, Unit No. 1 Proposed Revision to Technical Specifications Radioactive Liouid/ Gaseous Effluent Instrumentation Pursuant to 10CFR50.90, Northeast Nuclear Energy Compt.ny (NNECO) hereby proposes to amend its Operating License, DPR-21, by incorporating the changes identified in Attachment 1 into the Technical Specifications of Millstone Unit No. 1.

The term " Source Check" is being added to the surveillance requirement to l

administrative 1y eliminate discrepancies between Sections 4.8.A.1, 4.8.B.1 and their referenced tables, Tables 4.8-1 and 4.8-2.

This change will make the surveillance requirements consistent with the tables. Technical Specification i

Sections 4.8.A.1 and 4.8.8.1, " Radioactive Liquid Effluent Instrumentation,"

l and " Radioactive Gaseous Effluent Instrumentation," in Attachment I reflect the proposed changes.

NNEC0 has reviewed the proposed changes, in accordance with 10CFR50.92, and has concluded that they do not involve a significant hazards consideration in that these changes would not:

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated.

The proposed change involves adding the term " source check" to the surveillance requirement of Specifications 4.8.A.1 and 4.8.A.2 in order to make them consistent with Tables 4.8-1 and 4.8-2.

The change does not impact the way the surveillance is currently performed and, therefore, does not impact the consequences or probability of occurrence of any accident.

Create the possibility of a new type of accident from those previ-ously analyzed.

The change represents only an administrative i

correction, and as such does not impact any related systems, compo-nents, or parameters.

Therefore, no new type of accident could be created.

Involve a significant reduction in the margin of safety.

The original intent of the technical specification remains unchanged by the administrative correction.

Therefore, there is. no reduction in the margin of safety.

The Commission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (March 6, 1986, 51FR7751).

The changes proposed herein most closely resemble example (i), a purely adminis-trative change to Technical cpacifications.

The proposed changes correct minor inconsistencies between the surveillance requirements of Specifications 4.8. A.1 and 4.8.B.1, and Tables 4.8-1 and 4.8-2.

The change does not affect any parameters, systems, or the intent of the surveillance requirements of the Radioactive Liquid / Gaseous Effluent' Instrumentation.

The Millstone Unit No. I Nuclear Review Board has ' reviewed and approved the attached proposed revisions and has concurred with the'above determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment.
