v Public Service Electric and Gas Company Steven E. Miltenberger Pubhc Service Electnc and Gas Cornpany P.O. Box 236. Hancocks Bridge, NJ 08038 609-339-4199 Vice Pre 9dont and Chief Nr.iew Othcer March 29, 1989 NLR-N89046 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

I SERVICE WATER SYSTEM PIPE REPLACEMENT HOPE CREEK GENERATING STATION j

DOCKET NO. 50-354 Based on the positive results of our tests on 6% Molybdenum stainless steel alloy materials and the successful use of such materials in the Salem Generating Station Service Water System piping and fittings, Public Service Electric and Gas Company (PSE&G) has elected to perform a similar replacement of the l

Hope Creek Service Water System piping and fittings.

The use of j

four such alloys (Avesta 254 SMO, Allegheny-Ludlum AL6XN, VDM I

1925 SMO, and Inco 6MO) has been reviewed and approved by the l

American Society of Mechanical Engineers (ASME) for ASME Section j

III, Division I, Class 2 and 3 construction.

This approval is j

documented in Code Cases N-438, N-439, N-440, N-441, N-453,

{

N-454, and N-455 which are attached for your convenience.

As l

these Code Cases deal with fabrication of materials and not I

relief from Code required testing or inspection, it is PSE&G's l

understanding that specific Commission approval under 10CFR50.55a is not required.

The replacement of safety-related service water system piping will begin during the next Hope Creek refueling outage which is presently scheduled for September 1989.

Due to the extent of the replacements and the fact that the bulk of the work can only be accomplished during an extended outage, the replacement program is expected to continue through 1992.

Should you haec any further questions with regard to this program, please do not hesitate to contact us.

Sincerely,

/1/1 - 1
