A NRC-02-87-004 Modification No.42 Page 2 of 2 This modification definitizes Task Order No. 22, " Review of the Calvert.

Cliff s Nuclear. Plant" and provides additional funding under the contract.

1.

Pursuant to paragraph G.10, Task Orders, the contractor is authorized to perform Task Order No. 22 in accordance with contractor's proposal dated July 28, 1989, as revised by telecon on June 17, 1989, between Barbara Meehan, NRC, and Tom Rodehau, SAIC, wherein it was agreed to reduce indirect overheads from $56,184.00 to $55,727.00; other direct costs from $4,851.00 to $4,815.00; G&A from $10,668.00 to

$10,618.00, and fee from $11,735.00 to $10,746.00 and with the attached Statement of Work.

Task Order 22 shall be in effect from the date shown in block 3 of the SF30 through October 1, 1990.

The total cost ceiling of this task is

$127,547.00 of which $116,801.00 presents the total estimated cost and

$10,746.00 represents the fixed fee.

The following individuals are considered to be essential to the successful performance of this task order:

R. Seivers, J. Stokley, Dr. T. Albert, S. Mirsky.

The contractor agrees that such personnel shall not be removed from the effort under the task order without compliance with Contract Clause H.1, Key Personnel.

Under Section G - Contract Administration Data, Paragraph G.1, Contract Ceiling Amount, the second sentence is revised to read:

"The amount of funds available for performance under this contract is

$2,057.800.00."

All other terms and conditions, including the ceiling amount of

$2,100,0S0.00, rem in the same.

'.1 LICENSING TECHNICAL ASSISTANCE IN THE REVIEW OF CALVERT CLIFFS NUCLEAR POWER PLANT INDEPENDENT. SPENT FUEL STORAGC INSTALLATION, DOCKET NO. 72-TBD FIN L12989

'l.0 Backoround Baltimore Gas and Electric Company (BG&E) is submitting an application for a materials license, under the provisions of 10 CFR Part'72, to possess. spent

-l radioactive materials associated with spent fuel in fuel and other an independent spent fuel storage installation (ISFSI).

The ISFSI will be located en the Calvert Cliffs Nuclear Power Plant site in Calvert County, Maryland.

It will utilire a dry storage concrete module system.

l The Safety Analysis Report (SAR) and Environmental Report (ER) included in BG&E applica tion should, upon receipt and acceptance for docEeting, provide a j

satisfactory framework for the initiation of the detailed reviews.

2.0 Work Rep.:i red _

l This task is to provide licensing technical assistance to the NRC in its review of the ISFSI SAR submitted by BG&E. The scope of the review is princi-l pally based on 10 CFR.Part 72.

The review is a multidisciplinary activities culminating in written records that will clearly demonstrate the applicant *s criteria specified in compliance and non-compliance to the requirements and 10 CFR Por t 72.

The written materials furnished by the Contractor should be i

suitable for inclusion in the NRC's Safety Evaluation Report.

~2.1 Staffinc i

The principal investigators represent the technical expertise provided by the I

Contractor and provide technical continui ty during the entire review process.

The reviewers will be responsible for a timely tectnical review of discrete areas within the e.. tire review effort. Reviews can be perf ormed by any qualified support staff member, but may be performed by a principal' investigator or even by the project manager.

The reviewers who perform the actual work shall provide detailed technical records of the methods used to evaluate all aspects of their areas of responsibility. Upon completion of an evaluation, the reviewer or responsible j

principal investigator will distill this record to suitable documentation i

l for inclusion in NRC reports.

2.2 Scope The requirements of 10 CFR Part 72 will dictate the overall scope of the safety review. All evaluations performed by the Contractor should be based upon fulfilling specific requirements and criteria established in Subparts C and F of 10 CFR Part 72.

Within Division 3 Regulatory Guides there are applicable methods acceptable to the NRC for implementing some 10 CFR Part 72 requirements and criteria.

If adopted by the applicant these regulatory guides can be used to l

l Qualify discrete review areas.

Enclosed is a-topical work breakdown structure for the saf ty review of a dry concrete module ISFSI.

for this task, the Contractor is not responsible for

the review of. Subsection 4.2.1 of 4.2 Radiological Protection, 4.3 Safeguards, j

4.4 Duality Assurance, 4.5 Cmergency Planning and 5.0 Administration, but is l

responsible for all remaining areas shown on the work breakdown structure, with' l

the following exception. The review.of 1.0 Site wil.1 consist of assuring the range cf site parameters developed and evaluated for the Calver t Clif f s si te I

under Pocket Nos. 50-317, and -318 are a ppropria tel y identified, summarized, f

updated and applied to the ISFSI.

It is not necessary to perform a basic l

reevaluation of site characteristics previously established by the Part 50 l

1 review.

The rev ew of those portions of 3.1 Fuel Transfer that take place within the reactor facility will consist only of assuring general compatibility for the reactor facility equipment and operations with ISTSI requirements.

The scope of this task does not irrclude any par ticipa tion in a public hearing nor any additional review effort that could evolve from such participation.

The following schedule is based on estimates of time intervals to accomplish l

If a discrete area of review is satisfied by the initial 1

submittal from the applicant, its final evaluation and documentation should be completed in the early stages of the review and should not wait for the review steps required for a'more difficult area.

l 3.0 Task Reports Two types of reporis are required; reporis on discrete areas of review and monthly reports identifying the overall progress of the task.

For each the Contr#ctor shall provide details of the review discrete review area, form suitable to transmit to the-method, requests for information in a l

applicant, and documentation summarizing the evaluation and; findings suitable l.

The last of these shall be submitted for each review task in draft and final form that is, for the safety review.

Mon thly reports shall be submitted in accordance ith the terms and conditions of the basic contract.

4.0 Travel It n espected that there will be monthly coordination meetings between the Contracter and NRC staff throughout the duration of the task.

This should be readily accommodated because of the proximity of the Contractor's offices and fJRC offices in Rockville, naryland.

If during the review process an area of review requires technical discussions l

between the Contractor and the applicant, the Contractor may be requested to attend meetings with the applicant.

It is anticipated this could involve I

three meetings at NRL's of fices in Rockville, Maryland. Depending upon their l

area of responsibili ty, it is expect?d that selected reviewers will make a si te visit associated wi th the saf c,*tf.eview.
