This letter is in reference to a telephone conversation of March 8,1989, between Mr. Bill Martin of your office and Ms. Linda Kasner of our staff regarding offshore inspections of oil and gas well operations.

The Nuclear Regulatory Commission has recently established program requirements for inspecting byproduct material licensees conducting activities on drilling ships or platforms in offshore waters under Federal jurisdiction.

The purpose of these inspections is to verify that NRC licensees performing well logging and radiography services are performing safely and in compliance with their federal or state license which authorizes this type of activity.

These routine or special radiation safety inspections are not directed at platform management or routine platform operations. Our goal is to complete one to three inspect',ons per year in the Gulf region.

The Department of the Interior staff of the Ventura and Santa Maria District offices have assisted the NRC Region V staff in establishing contacts with operators and obtaining notification of planned NRC-licensed activities in the Pacific OCS Region. We would like to schedule a meeting between appropriate members of your staff and members of the NRC Region IV Nuclear Materials Safety Branch to discuss offshore oil and gas well operations in the Gulf region.

Proposed objectives for this meeting would be to:

(a) lay groundwork for NRC to obtain information from DOI regarding NRC-licensed offshore activities in the Gulf, and (b) discuss potential modes of inspector transportation to offshore platforms or ships.

Our staff members will be condccting safety inspections in Louisiana within the next few weeks.

If possible, we would like to coordinate a meeting with the appropriate members of your staff during this trip.

The contacts at the NRC Region IV office are Mr. William L. Fisher, Chief, Nuclear Materials Safety Branch, and Dr. Dale A. Powers, Chief, Nuclear Materials Inspection Section (FTS 728-8100).
