DOCKETS 50 166 AND 50-301 RESPONSE TO NRC COMPLIANCE BULLETIN 88-10 NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This letter is in response to NRC Compliance Bulletin'88-10.

It provides a description and the results of actions we have either completed or are planning-to take to ensure that molded-case circuit breakers (CBs). that'cannot be verifiably traced to circuit breaker manufacturers (CBMs), care capable of performing-their safety functions.

This letter also includes a tentative schedule for those actions not yet completed.

Bulletin 88-10 relates to CBs procured for. potential use in safety-related applications.

At Point Beach Nuclear Plant we use two procurement levels, QA scope'and non-QA scope.

QA.

scope, as used in this response, applies to items which may be l

used in safety-related applications, non-safety-related L

applications, such as fire protection where select QA l

requirements apply, and for those applications where Wisconsin Electric elects to apply quality assurance program requirements.- These items are' controlled in'accordance with the Wisconsin Electric nuclear. quality assurance program as described in the' Point Beach Nuclear Plant Final Safety Analysis Report (FSAR).. Conversely, non-QA scope items are for-general use within the plant and exclude those QA scope applications described above.

The following information is provided in response to the actions requested in Bulletin 88-10:

1 1.

All CBs maintained as stored spares for potential use in

]

QA scope applications were identified.

A total of 94 CBs were so identified.

The procurement chain for each of these CBs was investigated to verify traceability to a CBM.

This investigation established that 57 CBs could not be traced to a CBM. provides data on these CBs including the number identified, manufacturer, model number, and to the extent possible, the procurement chain.

In addition, the attachment includes data useful to Wisconsin Electric but not required by the Bulletir.

These CBs have been either tested in accordance with the program included as Attachment 1 to the Bulletin, or hava been removed from QA scope stores.

Use of any such breakers in QA scope applications will require acceptable completion of testing as described in the Bulletin attachment.

As a result of the investigation, a number of CBs were identified as being installed in QA scope applications.

Evaluations were completed to determine v?ich of those applications were safety-related.

For CBs in l

safety-related applications, justifications for continued operation (Jcos) are being prepared.

In accordance with Bulletin requirements, these JCOs will be developed within 30 days of completion of the activities described in item 1 above and item 4 below (i.e., by April 21, 1989).

Item 3 of the Bulletin is not applicable to Wisconsin j

Electric since more than 20 percent of the CBs maintained i

as stored spares were not traceable to CBMs.

The Bulletin requires addresses identifying that less than 30 percent of their stored spare CBs are traceable to CBMs to identify and verify traceability of all CBs purchased and installed since August 1, 1983.

In an effort to identify all such CBs, purchase orders, maintenance work requests (MWRs), and modification request packages (MRs) from this time period were reviewed.

This review resulted in the identification of 116 CBs that are installed in QA l

scope applications but are not traceable to CBMs.

! provides data on these CBs including the number identified, manufacturer, model number, system in which they are installed, and to the extent possible, the procurement chain.

Additional information useful to Wisconsin Electric but not required by the Bulletin is also included.

The Bulletin requires that all installed CBs that are not traceable to CBMs are to be replaced or tested in accordance with the program described in Attachment 1 to the Bulletin.

The Bulletin further states that such replacement or testing, of at least one-half of the CBs, is to be completed before startup from the first refueling outage beginning after March 1, 1989.

The remaining CB should be replaced or tested prior to startup from the second refueling outage beginning after March 1, 1989.

Wisconsin Electric' plans to implement these actions as requested.

As requested by the Bulletin, the actions described above have been, or will be, documented.

The documentation will be maintained for a period of five years after completion of the subject activity.

All CBs procured after August 1, 1988 will meet the i

requirements identified in action item 7 of the Bulletin.

l That is, all CBs shall be procured from a CBM or others with verifiable traceability to the CBM.

The manufacturers of such CBs will implement a 10CFR50 Appendix B program and/or will be in compliance with applicable industry standards.

Those breakers intended for QA scope applications and not manufactured under a 10CFR50 Appendix B program will be upgraded and dedicated by the licensee or other appropriate organization.

To the best of our knowledge, the above actions have identified i

l all QA scope CBs that are not traceable to CBMs.

We believe the actions taken or planned, as described in items 1 and 5 above, will ensure that such breakers are either replaced or tested to verify that they can perform their safety-related func tions.

Changes in procurement controls have been initiated to ensure that CBs are procured only from sources with verifiable traceability to CBMs.
