COMPLETION REVIEW REPORT

Dear Mr. Rael:

The U.S. Nuclear Regulatory Cornmission (NRC) staff has completed its review of the " final" Completion Report for the Uranium Mill Tailings Remedial Action Grand Junction Disposal Site (CR), dated February 1997, and supplemented by additionalinformation provided by the U.S.

Department of Energy (DOE) by letter of February 3,1998, in response to NRC concems. The staffs review is documented in the enclosed Completion Review Report (CRR), which discusses its evaluation of DOE's completion of the remedial action, through August 1994, at the Grand Junction Disposal Site in accordance with the requirements of the Remedial / ction Plan, dated September 1991, and the Remedial Action inspection Plan, Revision C, dated April 1991.

The Public Law 104-259 amendment to Section 112(a)(B) of thc. Uranium Mill Tailings Radiation Control Act of 1978 authorized the contipued operation of the Cheney disposal cell for receiving and disposing of residual radioactive material until the cell has been filled, or 2023, whichever is first. Therefore, DOE's CR describes only construction completed through August 1994,-

including a " cell-closure" hole for future disposal of vicinity property material. A true " final" CR l

will be submitted by DOE after the hole is filled, or 2023. Based on its review, the staff considert all open issues except those associated with the hole and groundwater to be resolved and is prepared to concur in the remedial actions completed through August 1994 at the Grand Junction Disposal Site when DOE provides the groundwater-related information discussed in Section 3.2.4 of the enclosed CRR.
