UNITED STATES NUCLEAR REGULATORY COMMISSION DETROIT EDISON COMPANY WOLVERINE POWER SUPPLY COOPERATIVE, INC.

DOCKET NO. 50-341 FERMI-2 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Comission) is considering issuance of an amendment to Facility Operating License No. NPF-43, issued to the Detroit Edison Company (Deco) and the Wolverine Power Supply Cooperative, Incorporated (the licensees) for the operation of Fermi-2 located in Monroe County, Michigan.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action The proposed amendment would revise provisions in the Fermi-2 Operating License and operation of Fermi-2 during Cycle 2 with a reload of General Electric (GE) manufactured fuel assemblies and GE analyses and methodologies.

In addition, TS changes are also proposed to allow operation of Fermi-2 with an Extended Load Line Limit Region (ELLLR).

8 The proposed action is in accordance with the licensees' applications dated April 3 and May 31, 1989, as supplemented by letter dated August 23, 1989.

The August 23, 1989 letter provided only additional information and clarifications which did not alter the substance or scope of the original l

The N p d for the Proposed Action The proposed changes to the TSs are required in order to provide appropriate TS requirements and limits related to cycle 2 operations and the analyzed operating domain for cycle 2.

Environmental Impacts of the Proposed Action The Commission has completed its evaluation of the proposed revision to the Operating License and the TS. The proposed changes relate to Maximum Average Planar Linear Heat Generation Rate (MAPLHGR) and Linear Heat Generation Rate (LHGR) limits for the new fuel, Minimum Critical Power Ratio (MCPR) limits for all of the fuel using Cycle 2 core and transient parameters, es tended operating regions and conditions, and editorial changes.

The proposed change will not increase fuel burnup in excess of the levels evaluated on the " Final Environmental Statement related to operation of Fermi-2," dated August 1981.

Therefore, the proposed changes do not increase the probability or consequences of any accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure.

Accordingly, the Commission concludes that this proposed action would result in no significant radiological impact and could result in the reduction of the I

radiological impacts.

With regard to potential nonra6 ological impacts, the proposed changes to the TS involve systems located within the restricted area as defined in 10 CFR Part 20.

l They do not affect nonradiological plant effluents and have no other environmental l

impact.

Therefore, the Commission concludes that there are no significant

nonradiological environmental impacts associated with the proposed amendment.

Hearing in connection with this action were published in the FEDERAL REGISTER on

July 11,1989.(54 FR 29116 and 54 FR 29122). No request for hearing or petition for leave to intervene was filed following these notices.

Alternative to the Proposed Action Because the Commission has concluded that there is no significant environment impact associated with the proposed amendment, any alternative would h' ave either no or greater environmental impact. The principal alternative would be to deny the requested amendment. This would result in the TS not correctly reflecting the nuclear core design for Cycle 2 operation.

Alternative Use of Resources This action involves no use of resources not previously considered in connection with the " Final Environmental Statement Related to Operation of Fermi-2, dated August 1981.

Ajen.cies and Persons Consulted The Commission's staff reviewed the licensees' request and did not consult other agencies or persons.

Finding of No Significant Impact The Comission has determined not to prepare an environmental impact statement for the proposed license amendments.

Based upon the foregoing environmental assessment, the Commission concludes that the proposed action will not have a significant effect on the quality of the human environment.
