-REACTOR VESSEL SURVEILLANCE PROGRAM PLANS POINT BEACH NUCLEAR PLANT The' purpose of this letter is to discuss our plans regarding future treactor vessel' surveillance capsule testing at Point Beach.
- Specifically, it'is our desire to reschedule the removal and testing of Unit 2 Capsule.P.
By Technical Specification Table 15.3.1-2, this capsule removal is scheduled for the Fall 1989 outage.
For the reasons discussed briefly in this letter, we do not intend to remove Capsule P at that time.
We expect to submit a license amendment request to formally remove the capsule removal schedules from our technical specification in July 1989..
In August.1988, we became participants in the Babcock and Wilcox Owners Group (BWOG) Reactor Vessel Integrity Program.
We joined the BWOG to obtain the fracture toughness data necessary to address 10 CFR
. 50. Appendix G requirements now and in the. future.
Toward this end, all Westinghouse utilities with reactor vessels manufactured by B&W and all of.the B&W plant owners have been working to develop a master integrated reactor vessel surveillance program (MRVSP).
The MRSVP
. extends the integrated surveillance program (RVSP) already in place for B&W utilities, which-is described in BAW-1543, " Integrated Reactor Vessel Material Surveillance Program."
A meeting between the BWOG Materials Committee and the NRC Staff to discuss this program and other reactor vessel issues has been scheduled for. June 1, 1989 in your offices.
Eight new BWOG capsules are currently being built, containing a matrix of Linde 80. weld materials in the form of charpy, tensile, and compact
' fracture toughness specimens.
BAW-1543 is being updated to include the Westinghouse utilities' capsules, the eight additional capsules, and the capsules currently.in the BWOG's RVSP.
As a result of this integration process, the plant-specific surveillance capsule test schedule for Point Beach'is expected to be as shown in the attachment to this letter.

It takes into account the' vessel
. flux reductions we are now implementing utilizing super low-leakage cores'with hafnium absorbers in the guide tubes of peripheral. fuel assemblies.. Additionally,.the remaining. Point 1 Beach capsules are scheduled to be pulled at peak vessel fluences corresponding to the expiration of-our current licenses and corresponding to the end of;a.
twenty-year-vessel life extension.
In summary, we_are participating in the'BWOG's Master Integrated Reactor Vessel Surveillance Program.

We-expect to submit: revised technical specifications referencing BAW-1543-as the source for our surveillance capsule test schedule in July 1989.-
As a' result,'we do not intend to remove capsule P from Point Beach Unit 2. reactor vessel this fall.
The technical specification change
-will formally. reschedule the testing of Unit 2' Capsule P to that planned in the Attachment.
