L-Pennsylvania Power and Light Company Docket Nos. 50-3e7 50-388 Susquehanna Units 1 and 2 License Nos. NPF-14; NPF-22 EA 89-76 As a ' result of an investigation conducted by the NRC Office of Investigations, violations of NRC requirements were identified.
In accordance with the " General Statementof Policy and Procedure for.NRC Enforcement Actions," 10 CFR Part 2, Appendix C, 53 Fed. Reg. 40019 (October 13,1988), the violations are set forth below:
A.
License Condition 2.0 to Facility Operating Licenses NPF-14 and NPF-22, requires the licensee to implement fully and maintain all provisions of the NRC-approv'ed Physical Security Plan.

This is a Severity Level IV violation (Supplement III).
B.
10 CFR 50.54(p)(1) requires, in part, that the licensee may make no changes which would decrease the effectiveness of the Physical Security Plan prepared pursuant'to 10 CFR 50.34(c) without prior approval of the Commission.
