MINUTES OF MEETING WITH NUMARC STS IMPROVEMENT C0 ORDINATION:
GROUP REGARDING PROGRESS OF WORK Oil THE TECHNICAL SPECIFICATIONS IMPROVEMENT PROGRAM On February 16, 1989, the NRC staff met with the NUMARC STS Improvement Coordination Group regarding progress in developing new Standard Technical Specifications (STS).
NUMARC discussed its status of preparing STS draft chapters, the final STS submittals, lead plant submittals, the writers' guide, and its proposal for control of the BASES.
The owners groups' current submittal dates for the STS topical reports are as follows:
WOG - March 31, 1989 CE0G -
May 1, 1989*
B&WOG - flay 1,1989 BWROG - May 1, 1989
- Subsequent to the meeting the CE0G revised its submittal date to June 1, 1989.
The lead plant submittals are on schedule for 1 September 1989.
The staff gave the status of its work on developing the final Policy Statement, the STS review process, line-item improvements, and the report on surveillance testing.
The staff indicated that it had provided guidance to industry on control of the Technical Specifications Bases in a letter from T. E. Murley to J. F. Colvin, dated January 22, 1988, "NRC STAFF RESPONSE TO NUMARC TECHNICAL SPECIFICATIONS WORKING GROUP KEY IllPLEMENTATION ISSUES FOR RESTRUCTURED TECHNICAL SPECIFICATIONS, JANUARY 1988". The staff said that it would start to develop an administrative control process for controlling changes to Technical Specifications Bases, for inclusion in the new STS, no later than when the staff receives the new STS from the owners groups. The staff encouraged industry to propose a control process consistent with the previously issued guidance.

MAR 2 71989 The owners groups connented that they were considering requesting relief on fees for staff review of new STS topical reports. Subsequent to the meeting, the staff determined that fees for those reviews are covered under 10 CFR 171,
" Annual Fee for Power Reactor Operating Licenses". As such, no additional fees would be recovered from the owners groups.
The next meeting between NRC and the NUliARC STS Improvement Coordination Group is not yet scheduled. The owners groups will individually meet with the staff to present their STS topical reports when they are submitted.
