SUBJECT:

PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD FROM AUGUST 16 TO SEPTEMBER 6, 1989 Enclosed is. the Peach Bottom periodic status report from the NRC Restart staff at the Resident Office at Peach Bottom. The NRC restart staff inspectors monitored activities at the plant during the report period.

These status: reports are intended to provide NRC management.and the public with'an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

1 ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD AUGUST 16 - SEPTEMBER 6, 1989 1.0 Plant Status As of 8:00 a.m. on' September 6, 1989, the Unit 2 reactor was at 100%

power in the RUN mode. Unit 3 was in the. refueling mode with the core off loaded into the spent fuel pool.

2.0 Facility Operations Summary 2.1 Unit 2 Unit 2 was at 100% power during most of the period, except for several instances when power was reduced for testing, such as-main steam isolation valve closure and control rod exercising.

2.2 Unit 3 Unit 3 continued in its setenth refueling outage that began October 1, 1987. Unit 3 outage work including maintenance and modification activities, was in progress. Returning systems to support core reload was the major activity on Unit 3.

3.0 Items of Special Interest 3.1 - Lieutenant Governor Mark S. Singel of Pennsylvania visited Peach Bottom on August 21, 1989. He toured the facility and met with licensee management.

3.2 Three separate bomb threats were received on August 25, 1989.

Several searches found nothing and the licensee considered the threat to be non-credible.

3.3 On August 29, 1989, an emergency notification system (ENS) phone call was made concerning a false triple low water level signal on Unit 3. Since all emergency core cooling system (ECCS) logic was defeated per a special procedure, no ECCS pump or diesel generator starts occurred. However, the Unit 2 residual heat removal (RHR) pumps received a trip signal from the Unit 3 triple low water level (LOCA) signal as designed. At the time, the Unit 2 RHR pumps were not operating. The LOCA signal was reset within two minutes. This event will be the subject of a future NRC Inspection Report.

3.4' On August 29, 1989,'an Unusu.al Event was declared due to.

mischievous vandalism of electrical circuit breakers on Unit 3.

Wire leads in various circuit breakers were found cut; two were installed, but not post-maintenance tested, and nine were found in a i storage area. The licensee examined all circuit breakers in Units 2 j and 3, and instituted additional security measures. The FBI was also notified. This event will be the subject of a future NRC Inspection Report.

3.5 The final Management Oversight Team (MOT) meeting was held on.

August 30, 1989, to assess plant and personnel performance during the entire restart phase of Unit 2. The overall licensee conclusion was that all commitments were met, performance was satisfactory, the  !

facility was ready to operate both units and therefore, they would' request permission to be released from the NRC Order. The licensee intends.to formalize these conclusions in a letter to the NRC.

3.6 On August 31,.1989,' William T. Russell, Region 1 Administrator, and James C. linville, Branch Chief, toured both Unit 2 and Unit 3 and met with licensee personnel..

3.7 On September 6, 1989, an ENS phone call was made concerning inadequate supports for two valves in the containment air control  ;

and containment air dilution systems on Unit 3. Further evaluation l determined that the oiping attached to these valves exceeded allowable code stress requirements. This will be the subject of a future NRC Inspection Report.

4.0 NRC Activities During the Period 4.1 The NRC resident restart staff continued to monitor licensee's j activities. These individuals consisted of the following: "

Dexter - Security Specialist Areas inspected included the power ascension testing program, operational safety, training activities, radiation protection, i physical security, control room activities and demeanor, i reportable events, surveillance testing, outage activities, l maintenance, and outstanding items. These items will be the subject of a future inspection report.

I 4.2 Two Region I specialist inspectors were on site.the week of August 28, 1989, to review aspects of the licensee's health j physics program. An inspection report (277/89-21; 278/89-21) )

will be issued in the future. 1 1
