Calvert Cliffs Nuclear Power Plant Unit No.1; Docket No. 50-317 Fire Detection Instrumentation Soecial Reoort The attached special report is submitted in accordance with Calvert Cliffs, Unit 1 Technical Specification 3.3.3.7. The report concerns inoperable fire detection instrumentation. Specifically, fire detection instrumentation in the Unit I Containment East and West Reactor Coolant Pump Motor Bays has been inoperable for greater than 14 days.

ATTACHMENT (1) i UNIT 1 FIRE DETECTION INSTRUMENTATION SPECIAL REPORT I This Special Report is required by Technical Specification 3.3.3.7 Action (b) because the Fire Detection Instrumentation in the Unit 1 Containment East and West Reactor Coolant Pumps Motor Bays were I inoperable for greater than 14 days. l ACTION TAKEN Technical Specification 3.3.3.7, Action (a) was implemented because the Fire Detection Instrumentation in the Unit 1 Containment East and West Reactor Coolant Pump Motor Bays was removed from service.

This Action requires, in part, that Containment air temperature be monitored once per hour at the j locations listed in Technical Specification 4.6.1.5. l l

CAUSE OF INOPERABILITY l On April 5,1998 during the Unit 1 Rcfueling Outage, heat detection for the Unit 1 Containment East and West Reactor Coolant Pump Motor Bays was removed from service. It was removed to support overhaul of the Nos. I1 A and 12B Reactor Coolant Pump Motors and could not be restored within the 14 days required by the Technical Specification 3.3.3.7 Action (b).

PLAN AND SCHEDULES FOR RESTORING TIIE INSTRUMENTATION TO OPERABLE STATUS The Fire Detection Instrumentation in the Unit 1 Containment East and West Reactor Coolant Pump Motor Bays will be restored to OPERABLE status when repairs to the Nos. II A and 12B Reactor j Coolant Pump Motors are completed. This work will be completed prior to the Unit I startup. In accordance with the Technical Specification 3.3.3.7 Action (a), compensatory actions will remain in effect until the fire detection instrumentation is restored to OPERABLE status.
