The report concerns inoperable fire barriers. Specifically, the Turbine Building to Unit 1 Service Water Room doors have been inoperable for greater than seven days.

PENETRATION FIRE BARRIERS SPECIAL REPORT This Special Report is required by Technical Specification 3.7.12, Action (a), because the Unit 1 Turbine Building to Service Water (SRW) Room, fire barrier penetrations (Doors 213 and 214) have been inoperable for greater than seven days.
ACTION TAKEN Technical Specification 3.7.12, Action (a), was implemented because the Unit 1 SRW Doors 213 and 214 were opened to support activities associated with the SRW heat exchanger and system modifications during the Unit 1 Refueling Outage. This action requires, in part that within one hour establish a continuous fire watch, on at least one side of the inoperable fire barrier. Since the SRW Room doors have remained open in excess of seven days, a Special Report is required.
CAUSE OF INOPERABILITY On April 9,1998, the SRW Room doors were opened to permit the movement of material and personnel in to and out of the SRW Room in support of the heat exchanger modifications during the Unit 1 Refueling Outage.
PLANS AND SCIIEDULES FOR RESTORING TIIE SYSTEM TO OPERABLE STATUS The SRW Room doors will remain open until the SRW modifications are completed. The doors will be shut and restored to OPERABLE status prior to the Unit I startup. In accordance with Technical Specification 3.7.12, Action (a) compensatory actions will remain in effect until the Unit 1 SRW Room doors are restored to OPERABLE status.
