Filner letter on KI

Joe -- I wanted to draw your attention to a misleading sentence in your April 1,

1998, letter to Rep. Filnerton the subject of KI.

It says that the Government is evaluating "whether" current KI policy should be changed.

In reality, the FRPCC has already made (in 1996) the decision that the policy should be changed, and the commission has endorsed that position, as it declared in its press release of July 1, 1997. As long ago as March 1997, FEMA's public position (in a letter from Kay Goss to me) was that all that remained was for FEMA and NRC to work out the " administrative details." The letter to Filner thus obscures how far the Federal Government has already come on the KI issue.

I respectfully suggest that a clarifying letter to the Congressman is in order.

I realize that you don't draft these things yourself, but by now -- if for no other reason than the staff's unprecedented apology, in the commission meeting last November, for having " misrepresented" FEMA's' position -- you are surely on notice that before signing anything that the staff writes for you on KI, you need to assure yourself of its accuracy and completeness.

How many data points does it take before the existence of a problem is acknowledged?

By the way, I've had an abstract accepted for a paper that I will delive'r to an international conference at Cambridge University in July. The topic l

will be the Federal Government's handling of the KI issue. Maybe by then there will be a Commission decision to discuss with them.

To the Europeans, who regard KI as a "no-brainer," the subject should be interesting.
