Commissioner Diaz's Comments on SECY-98-030 l look forward to reviewing the paper on the core capabilities by the end of March 1998. With regard to the transfer of rulemaking functions, I understand that the transfer has been accomplished and is only awaiting the physical transfer of the staff which has been delayed due to restacking considerations. Staff should update the Commission on the status 'lo later than the end of the third quarter of the current fiscal year.
