Dear Mr. Healy:
This letter addresses the inspection of certain Ebasco procurement' activities performed at the Waterford 3 Steam Electric Station of Louisiana Power and Light (LP&L), conducted by Mr. Robert L. Pettis, Jr., of this office during the period January 23-27, 1989, and the discussions of his findings with the Waterford 3 plant manager, Mr. N. S. Carns, and other members of his staff at-the conclusion of the inspection.
The purpose of the inspection was to follow-up on a previous NRC inspection performedatEbasco'sNewYorkheadquarters(InspectionReportNo. 99900505/
88-01) to review concerns that certain NRC requirements were circumvented in Ebasco's evaluation of safety-related spppliers,and in the procurement of safety-related components and materials used by Waterford 3 during the period 1981 through 1983. The specific areas examined during the inspection and~our findings are discussed in the enclosed report. 'In addition to'.the review of' procedures and records, the: inspection consisted of interviews with LP&L p(ersonnel, telephone conversations with several former Ebasco personnel including the Ebasco office located in Kenner, Louisiana) and observations by the inspector.
l Within the scope of this inspection, several instances were found where Ebasco failed to meet NRC requirements. These deficiencies. involved Ebasco placing
-35 safety-related procurement for various electrical hardware with a supplier who was not on the Approved Suppliers List, and exampfes of Ebasco's failure to specify the requirements of 10 CFR 21 in procurement documents to vendors supplying safety-related material.
The NRC inspector concluded that although deficiencies were identified in Ebasco's procurement activities, and in certain instances the allegations presented were substantiated, in most instances the issues. had already been l
identified.and properly dispositioned by Ebasco. As a result, these deficiencies did not have the opportunity to create a condition adverse to safety that otherwise may have been reportable to the NRC.
The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit to this office within 30 days from the date of this letter a written statement containing:
(1) a description of steps that have been or will be taken to correct these items; (2) a description of stepr that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed.
