Dear Ms. Johnson:
I am responding to your letter of March 2,1998, requesting that the Nuclear Regulatory Commission (NRC) review draft standard N13.31, " Assessment of Radiation Doses from.
Plutonium and Americium from Soil." I would first like to express our appreciation for the opportunity to review the standard at this early stage of development. My staff found it to be a potentially very important document for use by our licensees, and we would like to provide the working group with detailed comments on the draft. The staff is preparing these detailed comments, and they will be sent to you by May 30,1998. I hope that this will still be an acceptable date for the working group to consider incorporating the comments into the standard.
Considering the great importance that this document may have when published, and NRC's vital interest in its contents, we would also appreciate it if the working group would consider accepting one of our staff, who is expert in that area, as an additional member of the group, to take part in the remaining effort to complete the standard. Should this not be possible, we would appreciate consideration of our staff member serving in the capacity of technical advisor to the working group, to attend the group's meetings and take part in the discussions, but not take part in the working group's final decisions.
I look forward to hearing from you regarding the request for NRC membership in the N31.31 working group, and we will forward our detailed comments to you by May 30, as noted above.
Please call me at 301-415-7179 if you have any questions on this matter.
l Sincerely,igned by)
