[External_Sender] Docket ID NRC-2015-0039 To Whom it May Concern, Since 2015 and most recently in November 2019, comments made on behalf of the Catawba Indian Nation in regards to no immediate concerns with regard to traditional cultural properties, sacred sites or Native American archaeological sites within the boundaries of the proposed project areas has seen the need for a revision of our original position. Although we still wish to be immediately informed of any proposed ground disturbance and any inadvertent discoveries, we would like to request that the APE boundary be extended all the way to the Congaree River for some distance both down river and upriver.

Therefore, we are asking that the Nuclear Regulatory Commission (NRC) consider expanding the scope of the Environmental Impact Statement (EIS) for the Westinghouse Fuel Fabrication Facility (WFFF) near the Congaree River in Richland County, South Carolina to consider archaeological and historical resources as environmental resources. There has been much research and archaeological evidence of sites that have been discovered since our initial comments. This is why we are asking for this consideration.

Also, it should be noted that any ground disturbance would require us to be contacted before the disturbance happens. While we do feel that subsurface monitoring well placement is a good idea, there is the likelihood of disturbance to human remains. Therefore, we request that we be contacted for a consultation on this proposed action and that proper archaeological phase I testing be done before such wells are placed.

Sincerely, Wenonah G. Haire, DMD CIN-THPO Officer Wenonah G. Haire, DMD Catawba Indian Nation THPO/Cultural Director wenonah.haire@catawba.com 803-328-2427, 224 (w )
