VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: CORE MAKEUP TANK BORON CONCENTRATION REQUIREMENTS (LAR 20-004) (EPID L-2020-LLA-0095)
Dear Mr. Whitley:
In response to your application dated April 30, 2020, as supplemented by your letter dated July 23, 2020, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendments Nos. 185 and 183 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment authorizes changes to the Updated Final Safety Analysis Report (UFSAR) in the form of departures from the incorporated plant-specific Design Control Document (DCD) Tier 2 information and involves changes to the plant-specific Technical Specifications (COL Appendix A).
Specifically, the proposed changes would revise the upper limit of the Core Makeup Tank (CMT) boron concentration Technical Specification (TS) Surveillance Requirement (SR), the mass of trisodium phosphate (TSP) required by TS Limiting Condition for Operation (LCO) and associated SR, and the frequency of performance of the CMT boron concentration TS SR.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
