Dear Mr. Nakano:
We have developed draft test criteria for certifying plutonium air. transport packages in accordance with the Agreement between the United States Nuclear Regulatory Commission and the Power Reactor and Nuclear Fuel Development Corporation (PNC). With this letter I am enclosing, as scheduled in the Agreement, two reports. The first is an interim report entitled " Draft Criteria for-Package Drop and Aircraft Crash Tests," describing the draft test criteria which would be finalized in later phases of the program as indicated in the Agreement. The other report entitled " Cost and Schedule Estimates for NRC Activities Phases II, III, and IV," provides infor.mation concerning the continuation of the program. Both documents were prepared under an NRC technical support contract by Lawrence Livermore National Laboratory.
My' staff and the' researchers from Lawrence Livermore National Laboratory will be prepared to discuss the draft criteria with your staff in the meeting scheduled for August. 1-3, 1989, in Tokyo. However, if you have any questions concerning the reports in the meantime, please do not hesitate to contact me.
