SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED AUGUST 10, 1989, RE QUALIFICATIONS OF RADIATION SAFETY SUPERVISOR

- Background EKC has established educational and experience requirements for the position of Radiation Safety Supervisor (RSS). By application dated August 10, 1989, EKC requested authorization to appoint to the position a candidate who does not meet the educational requirements.

Discussion-The. minimum qualifications for the RSS position are a B.S. degree,-a formal course in radiation safety, and 2 years' experience working with radioactive materials and/or X-ray. equipment. The RSS is responsible for routine radiation -

monitoring for the use of a californium Neutron Flux Multiplier (CFX), retention of safety-related records, and liaison with the Radiation Protection Committee.

The individual being considered for the RSS position has the following qualifications: (1) more than 3 years college education, (2) 13 years work

. experience as a technician in the neutron activation area with responsibilities including the operation of the CFX and the 14 MeV Neutron generator, (3) 6 months work experience in assisting the current RSS in routine radiation monitoring and records retention, and (4) two formal radiation safety courses. The staff has determined that although the candidate does not meet the specified qualifications for the RSS position, the candidate's qualifications, combined with the technical support from the Radiation Safety Officer who conducts quarterly inspections. of radiation safety, should enable him to safely perform the RSS function.

The licensee's proposed change is administrative in nature and will have no effect on the public's health and safety or the environment. Accordingly, pursuantto10CFR51.22(c)(10),neitheranEnvironmentalImpactStatementnor an Environmental Assessment is warranted for the proposed action.
