NUCLEAR REGULATORY COMMISSION 1

WASHINGTON, D.C. 20066 4001 gs

/

Pby 15,1998 Thomes J. Rausch, Chairman Boiling Water Reactor Owners' Group Commonwealth Edison Company Nuclear Fuel Services 1400 Opus Place,4th Floor ETWill Downers Grove,r IL 60515 Dea M

i I am writing to confirm the Boiling Water Reactor Owners' Group (BWROG) participation in a forthcoming briefing to the Commissioners of the U.S. Nuclear Regulatory Commission, and to provide background and guidance for the briefing.

The briefing is currently scheduled for 10:00 - 11:30 on June 12,1998, in the Commissioners' Conference Room on the first floor of the White Flint One building.

As I discussed with you, the purpose of the briefing is to inform the Commissioners about the Owners Groups, their organization, budget, objectives, activities, recent successes, relationship with other Owners Groups, NEl, etc., and your presentations should address these areas as appropriate.

Although I am writing to you in your position as chairman of the BWROG, I recognize that your Owners Group organizational structure provides for executive oversight, etc. Hence, I will leave it up to each Owners Group to select the one individual who will represent it at the briefing table. I would encourage each of you to talk with your counterparts in the other Owners Groups to ensure consistency in the level of representation from each Owners Group, as well as presentation information. Enclosure 1 is a list of the other Owners Group Chairmen for.your information.

This Commission briefing is scheduled to be completed in 1% hours. I will be at the briefing table and will give about a 10-12 minute presentation on the NRC's perspective. I suggest that each Owners Group representative plan on a briefing of no more than about 10-12 minutes duration each (this translates to about 5-6 slides). This should allow about 30 minutes for questions and answers.

I am enclosing, as Enclosure 2 for your information and use, guidelines for presentations to the Commission. Note that you should identify the speaker by May 26,1998, and provide 20 copies of your slides by June 5,1998.
