Fort St.

Vrain Nuclear Generating Station would l'ike to conduct its 1988 annual, graded, emergency response exercise (FOSAVEX-88) during the week of November 14, 1988.

This request to move the exercise hack from the normal August time frame is made based on the fc11owing:

1.

Fort St. Vrain is financing a complete review / rewrite of the State and County Radiological Emergency Response Plans I

(RERP) during 1988.

Even though this is an "off year" for i

state and local participation, the state has indicated some interest in participating to a degree to " train and test" on whatever draft procedures are completed by the exercise date.

If the exercise is held in November, the major activation procedures for the State should be in draft form, available to use for their training purposes.

Fort St. Vrain will be undergoing a major ' outage' during the i summer months of 1988 to inspect, repair,- and replace, as-

necessary, (the! helium circulators. in the primary system.

This outage will :take several months. and' involve the majority-of plant personnel on a rotating' shift basis. As.

we all know, 'a major. emergency preparedness exercise utilizes; ' numerous personnel for setup, controlling, observing, and implementation of the'RERP.

It is' felt that this: can be' better accomplished if not within an outage environment.
