Technical ' specifications Amendments Proposed Under Generic Letter 87-09 Gentlemen:

Reference (a) proposed changes to Technical Specifications 3.0.4, 4.0.3, and 4.0.4 as recommended in NRC Generic Letter 87-09.

By Reference (b), you requested we state our intentions regarding the establishment and i affirmation of administrative controls over the use of proposed Technical Specification 3.0.4. You also inquired whether we would prefer that the NRC staff review the 3.0.4 change request separately from the 4.0.3 and 4.0.4 changes or rather, perform a combined review.

In response to your request, we intend to implement administrative controls governing the use of the proposed Technical Specification 3.0.4 and train operators on them by .

August 31, 1989. These controls will require pre-approval by the General Supervisor -

Nuclear Operations or the Assistant General Supervisor - Nuclear Operations for mode changes whenever the plant is in an ACTION STATEMENT.

With regard to the option of a combined review, we would prefer that you review the Technical Specification 3.0.4 change separately from those associated with Technical Specification 4.0.3 and 4.0.4.

  • ' Document Control Desk July 21,1989 Page 2 Reference (b) also discussed affirmations that remedial measures are consistent with the Updated Final Safety Analysis Report and its supporting safety analyses for the ACTION STATEMENTS affected by the proposed Technical Specification 3.0.4. Those affirmations are in progress. We will report their completion and affirmation of the establishment of the administrative controls discussed above as soon as these items are complete.
