Gentlemen:
The Babcock & Wilcox Company, Naval Nuclear Fuel Division Research Laboratory (NNFD-RL), is withdrawing our request for an exemption from the criticality monitoring requirements of 10 CFR 70.24 which was sub-mitted as Reference 1.
Also withdrawn are the supporting documents shown in Reference 2.

Af ter further investigation into questions raised by your staff con-cerning the windows of the hot cell, we have not been able to sub-stantiate their shielding factor for neutrons.
Recent nondestructive testing of the cell windows does not support earlier information that there was substantial amounts of oil in the windows.
Therefore, criticality monitoring will be performed for Hot Cell No.1.
