SUBJECT:
EXAMINER STANDARD CLARIFICATIONS Since the first Examiner Standard correction memorandum was issued on February 16, 1989, a number of additional questions have surfaced regarding Operator Licensing Branch policy as stated in NUREG 1921, Rev. 5.
Most of these' issues have been discussed and resolved during the weekly conference calls or on Regional Interaction Forms, and they will all be incorporated in Revision 6 of the Examiner Standards.
In the interim, the following pen and ink changes and clarifications should be made to Revision 5 of the Standards.
1.
Make the following changes to Enclosure 3 of Attachment 2 of ES-201:
Add the following sentence to the end of Item 16 on page 15 of 18:
a.

" Partial credit will NOT be given on multiple choice questions."

Add new Item 23 at the bottom of page 15 of 18:
" Ensure that all information you wish to have evaluated as part of your answer is on your answer sheet. Scrap paper will be disposed of without review immediately following the examination."
2.
Make the following changes to ES-301:
a.
Reword the first sentence of the " Category B:" subparagraph at the center of page 6 to read as follows:
" Control Room Systems (B.1) and Facility Walkthrough (B.2) - Unless specifically waived in accordance with ES-204, this category must be completed for all R0s and SR0s." Delete the remainder of that subparagraph.
b.
Delete the third subparagraph ("As noted earlier...") under Section G.2 on page 9 of the Standard.
Delete the last two sentences ("Similarly, if the examiner...") of c.
the first paragraph (" Upgrade SR0 applicants should...") on the top of page 13 of the Standard.
d.
In Paragraph G.3.b (page 16), add the following competency rating factors to the list of those required to be covered for an R0 I
applicant being examined at a facility without a simulation j

(o) All licensed individuals in the crew will be evaluated.
(p) Each SR0 will rotate at least into both SR0 positions to demonstrate their ability to direct the licensed activities of the operators, to use the emergency operating procedures and to perform as the emergency director.
6.
h6ka the following changes to Enclosure 3 of Attachment 1 of ES-601:
Add the following sentence to the end of Item 9 on page 31 of 79:
a.
" Partial credit will NOT be given on multiple choice questions."
b.
Add the following to the end of item 14 on page 31 of 79:
"Each question has been time validated, with the allotted time based on an average of knowledgeable persons answering the question. You should be aware that the times DO NOT allow for looking up or verifying each answer."
