Dear Sir:

Pursuant to the requirements of reference (1), General Dynamics' Electric Boat Division submits herewith a request for the renewal of its existing Comadssion approved quality assurance program. Reference (b) was approved by.the Commission on 06 September 1983, and there have been no changes regarding the implementation of the existing program.

Included with this request for renewal is the fee required by 10CFR170.31 Schedule of Fees for Material Licenses and Other Regulatory Material, ure(2{l})

Code of Federal Regulations, Part 71.101 (b) General Dynamics, Electric Boat Division Byproduct Material License 06-01781-08 1.0 ORGANIZATION 1.1 General Dynamics, Electric Boat Division, is responsible for the Quality Assurance (QA) Program required by reference (a). : Design and fabrication'of shipping packages, for radioisotopes licensed in.

o accordance with reference (b), is not performed by Electric Boat Division,.and will not be addressed in this QA Program.

'The QA Program for Industrial Radiography shall be implemented by the Industrial Radiation Audit Group (IRAG), an independent auditing function. approved by reference (b). The relationship of the IRAG to.

. Electric Boat Division Management is shown in Figure 1.

13 The General Foreman of the IRAG is responsible for. the overall administration.of this QA Program. The Industrial Radiation Auditors and Audit Foremen are responsible for performing the following duties for radioisotopes licensed per reference (b):

Record keeping 2.0 QUALITY ASSURANCE PROGRAM 2.1 The Quality Assurance Program for Industrial Radiography is established and implemented by management personnel. The training of Industrial Radiation Auditors and the IRAG procedures for shipping licensed radio-isotopes, as authorized by reference (b), provide assurance that the specific provisions of applicable procedures, including package design approval, are satisfied. This QA Program emphasizes control of tne characteristics of the package that are critical to safety.

2.2 The General Foreman of the IRAG shall assure that all radioactive material shipping packages are designed and manufactured under a QA Program approved by the Nuclear Regulatory Commission for all packages designed or fabricated after July 1,1978.

This requirement can be satisfied by receiving a certification to this effect from the manufacturer.

DOCUMENT CONTROL 3.1'

~ The General Foreman of the IRAG shall ensure that all QA fun'ctions are.

Econducted-in accordance with the latest applicable procedures, regula-tions and documents.

.3.2, The General Foreman of the IRAG shall ensure that documentation related to shipping-and specific shipping packages is controlled in accordance with.the. provisions of reference ;(b) and other applicable regulations.

4.0 HANDLING, STORAGE AND SHIPPING-4.1 The General Foreman o'f the IRAG will ensure that written work instructions are provided.for handling.. storage and shipping operations.

'4.2 The 'IRAG safety procedures concerning the handling, storage and ship-ping of packages for.certain'special form radioactive' material, in

.accordance with' reference (b), will be followed. Shipments will not be made unless.all required tests, certifications, acceptances, and final.. inspections have been completed.

4.3 The IRAG will' perform the critical handling, storage, and shipping operations.

5.0 OPERATING STATUS 5.1 Inspection, test, and operating status of packages for certain special form radioactive material is documented and controlled by the main-tenance procedure of reference (b). Status will be indicated by tag, C

label, marking, or recording on permanent maintenance forms. Noncon-forming packages will be specifically identified to prevent usage.

Personnel qualified to do so per reference (b) will perform the 5.2 regulatory required inspections. The General Foreman of the IRAG will ensure that' these functions are performed.

6.0 QUALITY ASSURANCE PROGRAM RECORDS 6.1, Records of package approvals (including references and drawings as appropriate), inspections, tests, maintenance records, audit results, personnel training and qualifications, and records of shipments will be maintained as required by references (a) and (b), and other applicable regulations.

7.0 AUDITS 7.1 Audits of the QA Program will be performed at least annually, using written checklists. Results of these audits will be maintained, evaluated, and deficient areas corrected. Audit reports will be main-tained as part of the QA Program records.

The auditor will not be the person responsible for the function being audited (the person perfonning the inspection cannot be the person auditing for proper inspection).
