SUBJECT:

Trip Report July 16-20, 1984.

Purpose:

This trip had a dual purpose:

  • Provide URF0 with technical support at a public meeting in Crawford, Nebraska in relation to licensing an R&D In-Situ

. Leach (ISL) Facility.

  • Participate in a Region IV Task Force responding to questions raised by the Environmental Defense Fund (EDF) concerning the State of Colorado's actions in considering the renewal of the Uravan Uranium Milling Operation License.

Discussion i

The public meetingLin Crawford occurred on the evening of July 16, 1984. It was well.attenced by local, as well as.out of state parties, who were concerned about opening Nebraska to industrial solution mining of uranium.. Many questions were raised on the adequacy of baseline ground water information, as collected by Wyoming Fuel Company. More testing was requested in order to .

fully. characterize the potential impacts. Several individuals questioned 4 whether any:ISL had ever achieved a successful restoration of the affected aquifer. UP.F0 staff indicated that-the voiced concerns would be taken into

, account in preparation of the final environmental impact analysis.

On July 17, 1984 the Task Force visited the Uravan facility in Colorado and spoke to the UMETCO representat hes on the issues raised by the EDF. l UUL 2 4 gg4; 2-standards, the Town of Uravan would be evacuated. The UMETC0 staff indicated that the intensity of concern as expressed by EDF was uncalled for.

The Task Force was given a tour of the Uravan facility, as well as of the Town of Uravan, many habitations of which are no longer occupied. UMETCO estimates a few hundred people still inhabit the town.

For the remainder of the week, the' Task Force worked in the Denver office of URF0. In order to offer all involved parties input into our task effort, we met with officials from the Colorado Department of Health (CDH), as well as the authors of the EDF letter to the NRC. Information from the CDH and EDF will be incorporated into the Task Force Report for the Commission. All parties were toic by the Task Force Chairman that the NRC report would be issued within 2 3 weeks, barring any unforeseen delays.
