Dear Mr. Uravitch:

In response to the letter dated March 9,1989 from Mr. David Cottingham to the Nuclear Regulatory Commission, we have reviewed the Final Environmental Impact Statement (EIS)/ Management Plan prepared by the U. S. Department of Commerce for the Cordell Bank National Marine Sanctuary. As stated in our letter of October 6,1987 with respect to the draft EIS, our review was directed to whether the action described in the EIS involved matters within our jurisdiction by law or had any potential impact on NRC licensed facilities. No potential impacts were identified in our review. Therefore, we have no comments on the final EIS.

Thank you for the opportunity to review the final EIS for the Cordell Bank National Marine Sanctuary.

Sincerely,

/s/

Lester S. Rubenstein, Assistant Director for Region IV Reactors & Special Projects Division of Reactor Projects - III, IV, V and Special Projects Office of Nuclear Reactor Regulation cc: David Cottingham
