Trojan Nuclear Power Plant Exercise Report, October 14, 1987 In accordance with the policies and particulars established'in the SLPS memorendum of August 5, 1983, 44 CFR 350.9, and Guidance Memorandums EX-1 and' PR-1, attached are three copies-of FEMA RX/RAC's report on the Trojan Nuclear Power Plant Plume Pathwey Exercise that was held on October 14, 1987.

4-It is the Region's-and the RAC's annessment that this exercise provided I

adequate opportunity to. test response capabilities of the various L

organizations.

It is our position,' based upon this' evaluation and overall assessment of preparedness. issues,'that the deficiencies outlined in this report do require a remedial drill which is scheduled for November 18,' 1988 (Oregon State).

l-The recommendation for cnrrective actions (those items classified as deficiencies) have been discussed with the exercise participants and

F concurrence in our evaluatiori and recommendations for these items has been indicated by all response agencies. We have' requested that prompt remedial actions, as well as the normal corrective measure process, be taken by the appropriate organization.

We will advise you of the status of corrective actions as appropriate.

Oregon State EOC Def'ciency #5:

State failed to demonstrate capabilities to fully staff facilities and maintain staffing around-the-clock (staff changes).

Status: The State's response is as follows:

The State will include staffing rosters and procedures for staff change in the revised State Plan.

The State will demonstrate a shift change during an exercise schedded for November 1988.

Region X Comment: The State is making adequate progress. The Region will l

observe & evaluate the November 1988 exercise.

Deficiency #6:

State EBS messages were inconsistent with those of Columbia and I

Cowlitz Counties which would have been broadcast back-to-back by the EBS Station.

f The State failed to monitor the EBS broadcasts or request copies of same to assure consistency and to avoid misinforming and confusing the public. The Governor did not l

follow the Plan and delegated the broadcasting of the second and third EBS messages to a staff member.Mif" Status: The State willimplement the following corrective actions:

Develop prewritten EBS messages.

Ensure consistency with Columbia & Cow 11tz Counties.

Assign responsibility to position in Oregon State EOC or Columbia County EOC to ensure consistency of public instructions (EBS messages).

Revise Plan to allow for deligation of EBS broadcast duties.

Develop methods for monitoring Public instructions (EBS messages).

Status: Oregon stated (12/11/87) that they made a conscious decision not to include information on' radioactive releases in their News Releases. The. The State's response is that they should provide information on radioactive releases in news media briefings and The State will in news releases prepared for the use of the Rumor Control Staff.
