INTRODUCTION In order to obtain a license to operate the owners of the Seabrook nuclear plant must demonstrate that they have prepared an adequate evacuation plan for the six Massachusetts towns closest to the plant.

The plan they have submitted says that your company will supply a number of vehicles and drivers to support that evacuation.

As you may know, the Attorney General is evaluating that plan to see if it is workable and will adequately protect our citizens in the event that there is an accident with a major-release of radiation from Seabrook.

To complete this i

evaluation we need to ask you some questions about the drivers and vehicles your company has agreed to provide.

Before proceeding, we would ask only one thing:

please tell us the honest truth!

Do not exaggerate what you think your drivers can or will likely do.

We need to know what the-realistic dimensions of your company's participation will be.

If you exaggerate what your company can do, or what your drivers wil be willing to do, then you are putting the.safet y g of Massachusetts citizens at risk.

Will you do this hlPuP-p l.

tell us what the unexaggerated truth is?

/

What.will vehicles (buses, vans, ambulances, towtrucks) on other jobs do if there i s a Seabrook emergency -- finish those jobs as quickly as possible and then' report for Seabrook duty?

Or quit those jobs in midstream to report for Seabrook duty?

Are.the buses you have committed to a Seabrook emergency all

-u' sed on other-jobs each week?

How many of them could be out on other jobs simultaneously?

(worst'caseJ.

How many are typically out on jobs at the same time?

(typical case]

Are they ever all parked in lots and available for use in a Seabrook emergency -- all of them at the same time?

If so, when?

Where do-your buses and drivers typically go when they are out on regular jobs?

What destinations?

What kinds of passengers?

Does your company do much charter work, i.e.,

contract them out to groups for special trips?

How much of this?

The Letter of Agreement says that you have agreed to make up to buses and drivers "available for participation" in the Offsite Emergency response Plan for Seabrook Station.

L, l

Have your drivers agreed to drive your buses up to the Seabrook area in the event of a radiological emergency there?

How many have agreed to do so?

Was there a sign-up sheet?

How did they indicate their. agreement to do so?

Do your drivers specifically understand that they may be asked to drive into'an airborne plume of dangerous radiation coming from the Seabrook plant or into areas contaminate with dangerous radiation after the plume has passed?

Have each of them been asked if they are willing to do this?

Have each of them stated that they are willing to do this?

Do you believe that all of them will do this in a real emergency?

What have they been told regarding the dangerousness of this job (Explore)?

Have they been told that in the event of a Seabrook accident they will be given the option to select a non-dangerous assignment which avoids driving into a radiation plume or into any contaminated areas?

Have you or your drivers been offered or recieved any training regarding the Offsite Emergency Response Plan for Seabrook?

Please Describe.

What benefit (money or other benefit) if any are you receiving /have you received as a result of this Agreement?

l What benefit (money or other) will your drivers receive for their participation in an emergency:

(a) From NHY?

(b) From your company?

Who is the bus company contact who is to receive a call if there is a real emergency at Seabrook?

Now in the event that your company is called and told that there is a real emergency at Seabrook, what are you supposed to do next, contact your drivers?

How would you do this -- by phone?

If drivers are on the road, do you have radio contact?

What problems or obstacles do you forsee in trying to contact them?

j 1

4 What do you tell them?

Have you been given any written procedures to follow?

Does your company have a copy of something called "Seabrook Station Response Manual"?

How long do you estimate it will take to contact all your drivers?

Are you confident you can reach them all?

After being contacted, how long will it take your drivers to report to the bus yard? [ Basis for estimate -- have you ever tried to assemble all you drivers for a test or other emergency?]

After you have recied your call from NHY, how many drivers do you estimate will have reported to a bus yard:

within 30 minutes within 60 minutes within 90 minutes within 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
within 3 hours3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
within 4-5 hours within 6-8 hours What about drivers who are at that point on the road carrying people in your buses?

What will they do?

What about drivers and buses who are about to leave the bus Jard to go do a regular job.

What will they do?

i' Then what will happen next, once your drivers report to your bus yards?

Do you know where your drivers and buses will be sent?

What,

.if anything, have you been told about where they will be sent?

Do you know what they will be doing?

?

What, if anything, have you been cold?

- Is this a volunteer effort on the part of the drivers, or must they do this to keep their jobs?

Did you understand clearly that if an accident occurs at the Seabrook Station nuclear reactor, you have agreed to send your buses and drivers wherever they are assigned, including into a radioactive plume or into areas which may be contaminated with radiation?

If not clearly understood, is this something you would or would not agree to?

-Do you think the number of personnel identified in the Letter of Agreement as "available" accurately states the number of drivers who will in fact show up to provide service in the event of an actual emergency at Seabrook?

Explain.

How many would likely show up in fact?

4 In cur effort to ensure that the public will be adequately protected, we would like to survey your drivers to see how msny would be willing to do this?

[Get list of drivers' names, addresses, phones, if possible.]

Have'you checked.with your insurance company to see what its view is of' volunteering to send your buses and drivers into a dangerous. radiation plume or areas which may be radiologically _

contaminated?

' Does the fact th.at pSNH, includinu its NHY Division, has'now filed for bankruptcy affected your willingness to participate in'this Agreement?

l When does'your contract with PSNH expire?

Do you intend to renew it for another year?

Last' June the~cwners of the Seabrook nuclear reactor held an exercise in which they simulated a. major accident at the reactor and conduce" a simulated. evacuation of'the towns near

'the-reactor. -A' number of (bus) (tow truck) (ambulance) companies' participated in this. exercise?: Did.your venicles and drivers participate?
