As I reflect over the last year and the various tasks and assignments related h-to the Seabrook site. I find the following dates to be of interest:

12/19/87:
I was called to my Regional Director's Office and on arriving a conference call was established with FEMA Headquarters.
I was asked if I could support FEMA Region I regarding Seabrook.

12/22/87:
Mr. Krina, representing FEMA. stated at a public meeting that FEMA would begin in January to review the Seabrook
(
Plan for Massachusetts Communities (SPMC).

12/30/87:
Mr. Vickers appointed me as the RAC Chairman for Seabrook regarding SPMC.

1/7/88:
First discussions with FEMA Headquarters regarding the scope of FEMA Headquarter's commitment for the Agency, and FEMA Headquarter's expectations of the Region.

5/9/88:
Mr. Vickers transmitted Review and Evaluation of SPMC to MY FEMA Headquarters (4 months and 3 days after I started review process).

6/3/86c Mr. Vickers appointed me as RAC Chairman for Seabrook for

6/14/88: Evaluator packets were sailed to 151 FEMA evaluators.
Separate controller packets were also sailed.

6/25-7/2: Managed Seabrook exercise evaluation process.

10, 8/2/88: Draft Exercise Report forwarded.

Mr. Vickers forwarded final Seabrook Exercise Report to FEMA Headquarters.

9/2/88: FEMA Headquarters forwarded Seabrook Exercise Report to NRC.

10/11/88:
Mr. Vickers forwarded Review and Evaluation (R&E) of SPMC to FEMA Headquarters.

10/14/88: FEMA Headquarters forwarded R&E of the SPMC to NRC.
15.
10/18/88: Forwarded draft Review and Evaluation of Maine and New Hampshire, and draft FEMA Find 2ng and R&E of SPMC.
16, 12/7/88:
I completed final editing of Interim Evaluation and Recommendations for Seabrook Nuclear Power Plant.

12/13/88:
Mr. Vickers forwarded Interim Evaluation and Recommendations to FEMA Headquarters.
18.
12/14/88: FEMA Headquarters forwarded FEMA Finding and Determinations for Seabrook to NRC.
The above referenced accomplishments could not have been achieved without your trust and confidence.

FEMA observers of the exercise?

Yes, I did, Your Honor, and my 7
response was that, yes, that is correct.
8 JUDGE SMITH:
All right.
Until we have an 9
opportunity to figure out what FEMA's legal responsibilities 10 are and what the tiscovery aspects are, is there anythJ.ng we 11 could do'to assure that there won't be any further 12 destruction of documents?
13 MR. FLYNN:
I will take that as a directive from 14 the Board and I expect to be talking to Mr. Donovan later 15 this after.

Yes.
I would call it a direct order 18 of the Board until we can inquire into the matter, not to 19 destroy any documents relating to the June 1988 exercise, 20 until we can sort out the legal aspects of it.
I'm not 21 sayin'g what he did was correct or incorrect; I ust said we 22 don't know, but we want to stop it now until we can unsort 23 it.
