. discussed, I have the responsibility to prepare the Federal Emergency Manage-ment Agency's Review and Evaluation of the Seabrook Plan for Massachusetts Communities. Our discussions were to determine the status of the American Red
[
Cross (ARC)-in preparedness and response for a radiological emergency at the Seabrook commercial nuclear power plant. Following is a brief summary of,the
' issues we.discusued:
The ARC has notified the New Hampshire Yankee organization, letter i-dated September 10, 1987, that the ARC will respond to a radiological emergency at the Seabrook nuclear power plant.
The ARC has indicated that they will not participate in the preparedness (planning) process of New Hampshire Yankee for the Massachusetts Communities. Therefore, the ARC should be considered a nonparticipating organization by FEMA in our review and evaluation process.
In an emergency at the Seabrook nuclear power plant, the ARC would provide staff equipment, supplies, and food service for the Congregate Care Centers identified by New Hampshire Yankee. ARC's response would Anclude a Shelter Manager, personnel to provide nursing service, food service, individualized assistance and counseling services, etc. The ARC would provide equipment (blankets, cots, chairs, brooms, drinking cups, etc.), shelter supplies (cleaning items such as soap, towels, toilet paper),
office supplies (paper, cards, disaster forms, telephone), health and medical supplies, and equipment and food supplies for disaster feeding.

In order for me to complete the FEMA review and evaluation process, please provide to me the ARC position on j
the following items by March 21,.1988:
1.
Can the ARC provide adequate personnel, equipment, and supplies to staff (on a 24-hour a day basis) the 29 Congregate Care Centers (some Congregate Care Centers will have persons with special needs)? Note, initial-. staffing for the Congregate Care Centers should be notified mobilized, and deployed to the appropriate locations of the Congregate Care Centers within 2 to 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> of initial notification.
