' REP Exercises.and Exercise Objective for of Congregate Care Center Preparedness.

As we discussed the other week. FEMA has changed its exercise objective for the

~ demonstration.of Congregete Care Center,(CCC) preparedness in REP exercises.

This change was promulgated in FEMA's Ouldance Nemorandua EX-a.

This document prescribed revised and/or new exercise objectives for REP exercises.

Listed below are the old and new objectives for CCCs Old Obiective: Demonstrate adequacy of facilities for mass care of evacuees.

s New Objective: Demonstrate the adequacy of facilities, equipment and

-personnel for congregate care of evacuees.

Note, the old and new objectives reference Criteria r.lement J.10.h of NUREG-0654/ FEMA-REP-1. Rev.1.

FEMAts REP exercise program calls for the use of esercise objectives and exercise modules.

It could not be inferred from the old exercise objective for CCCs that activation and demonstration of shelter 3 were required. This is especially true when the preparedness for a givea site had relocation centers (criteria elerent J.12) with separate shelter Operations.

NUREG4654/ FEMA-REP-1. Rev.1. is the appropriate policy rud review document.

l On December 24, 1985. FEMA provided policy to the FEMA Regions on the i

provisions for monitoring at Rejet.ation Centers, J.12; wh$ch was that

arrangements had to be made for monitoring 20 percent of the estimated EPZ population to be evacuated. Do January 5, 1988, FEMA provided further guidance and policy on the aspects of radiological monitoring at Relocation Ce iers (J.12). The extend policy nnd guidance (1/s8 memorandum) stated tha1.

" arrangements end capabilities should be provided for registration of all.

evacuees who arrive at.Relocattion Centers for radiological monitoring."

.On May 17. 1985 FEMA provided guidance and policy to FEMA Regions on the adequacy of. provisions for CCCs. This memorandum stated that it was acceptable to plan for a range between 5 and 30 percent of the total EPZ population to be

'acconnodated at " publicly operated congregate care facilities."

Alexandria, VA.22314 Stating the authority under which FEMA is responsible for the evaluation of.

plans tnat have been developed without the participation of the State Government.

The letter should also request t' hat Red Cross evaluate the preposed shelter (mass care) sites.

Lastiv, the letter should include a list of the proposed mass care centers with a

statement thtt this list is presently c.onfioential and as to be distributed on a need to know bases only.
