MEMORANDUM FOR: Leland C. Rouse, Chief Fuel Cycle Safety Branch Division of Industrial and Medical Nuclear Safety FROM:
R. Davis Hurt West Valley Project Manager Advanced Fuel and Special Facilities Section Fuel Cycle Safety Branch Division of Industrial and Ndical Nuclear Safety
SUBJECT:
VISIT TO PACIFIC NORTHWEST LABORATORY AND WESTINGHOUSE-HANFORG COMPANY On August 36 and 17, 1989, I visited Pacific Northwest Laboratory (PNL) with Joseph Price of Science Applications International Corporation, our consultant, to discuss PNL's support program for the West Valley Demonstration Project (UVDP). Eli Maestas of the Department of Energy (DOE) West Valley Project Office and several staff members of West Valley Nuclear Services, DOE's site contractor, also attended.
The main purpose of our visit was to discuss vitrification off-gases.
The West Valley support work at PNL is done by the Orocess Applications Section of the Waste Technolcgy Center. The section manager Harry Burkholder, gave us an overview of the activities of the Process Applications Section.
Other than the West Valley work, they are involved in DOE-sponsored projects on in-situ vitrification, clean up of the Hanford tank farms, decontamination of old hot cells, and management of greater-than-Class-C waste. One of the most interesting things we learned about was their recent manufacture of 30 borosilicate glass logs for the Federal Republic of Germany. These logs contain an average of 670,000 curies each of Cs-137 and Sr-90, and will be used as heat and radiation sources by the German repository program.
(By way of comparison, each WVDP log, while several times larger in volume, will contain only about 90,000 curies of activity.) The German logs were made in a large hot cell in the saree slurry-fed ceramic melter used for West Valley support work and other projects. Much valuable information on cesium off-gasing was obtained in this project.
From the German project and years of previous experimentation, the PNL staff has acquired an impressive expertise in vitrification technology.
PNL has provided 15-20 manyears of support to the WVDP each year since the beginning

.y SEP o 61989 Leland C. Rouse of the Project in 1981. Wayne Ross is the current project manager for West Valley support and was our main host on this visit. The PNL staff was abundantly able to answer our off-gas questions and seemed equally knowledgeable about all other aspects of the technology. They shared their knowledge with us freely and I am sure we will want to consult with them further as we get closer to issuing a Safety Evaluation Report on the WVDP vitrification facility.
After finishing our discussions at PNL, we toured the jumper design and fabrication shops run by Westinghouse-Hanford Company. These shops have been contracted to build over 20D pipe jumpers for the West Valley vitrification facility, based on a jumper layout designed by PNL. The same shops have built jumpers for the Purex Plant and other Hanford facilities for many years.
Design of the West Valley jumpers is complete and fabrication is scheduled to begin soon.
