CP-89-012 (FINAL REPORT)

Gentlemen:

On May'31, 1989, TU Electric notified the NRC by interim report logged TXX-89323 of a potentially reportable deficiency concerning an ASEA Brown Boveri- ( ABB) 10CFR21 notification to TV Electric.

The notification involved two SHK250 circuit breakers that failed to operate on demand because the lubricant had discolored and hardened due to contamination of the lubricant, i

After further review specific to CPSES, it has been concluded that this deficiency does not meet the criteria for deportability pursuant to 10CFR50.55(e) or 10CFR21.

This issue was initially identified as a result of a 10CFR21 report filed by Indiana and Michigan Power for their D. C. Cook Nuclear Plant on March 3, 1989.

Subsequently, ABB submitted a clarifying report to the NRC on March 21, 1989. The ABB report clarified statements in their K-line end HK-

'line breaker Instruction Books that indicated that "The circuit breaker requires no lubrication during its normal service life.

However, if the greese should become contaminated or if parts are replaced, any re-lubrication should be done with NO-01-ID or Anderol grease as appicable".

_e TXX-89491 July 24, 1989 Page 2 of 2 A review'of the 6.9 kV circuit breaker maintenance instructions in use at-CPSES since 1984 has indicated that they are consistent with ABB's_ clarifying letter reflecting the requirement to lubricate the breakers with Anderol 757 grease if the old grease becomes contaminated.

Performance of this step, if necessary, requires initials and date in the procedure. The required frequency for maintaining the 6.9 kV breakers is every 18 months.

In addition, these instructions were implemented during various activities on the CPSES 6.9 kV (HK) breakers including corrective action for SDAR-86-14 "6.9kV Switchgear Breaker Weld Failure" (final report: logged TXX-6341, dated March 16,.1987). ABB K-line (low voltage) breakers (previously mentioned in TXX-89323) are not currently utilized at CPSES.

Based on the above TU Electric.has concluded that the maintenance program at CPSES contains adequate provisions.to ensure this deficiency does not result in a breaker malfunction.

As a result, the deficiency has no safety significance for CPSES and does not meet the criteria for deportability pursuant to 10CFR50.55(e) or 10CFR21.

No corrective action is required.
