SUBJECT:
INDEPENDENT ASSESSMENT OF THE ENGINEERING ORGANIZATION AT CALVERT CLIFFS 1
The SALP evaluation of the Baltimore Gas and Electric (BG&E) Company's 4
performance at the Calvert Cliffs Nuclear Power Plant, for the period of May 1, l
1986 through August 31, 1987, rated the utility's performance 4 Category 3 in the' functional area of " Engineering Support". As a result of this determination,'that the licensee had performed poorly in engineering, the SALP l
Board recommended the performance of an independent assessment of the engineering organization identifying engineering functions and including a review of the overall system for establishing priorities, assigning l
responsibilities, and obtaining resources. Consequently, BG&E contracted with Duke Engineering & Services, Inc. to conduct an assessment of the Nuclear Engineering Services Department at Calvert Cliffs.
l BG&E originally permitted NRC staff members associated with Calvert Cliffs to

examine this report but stressed that this report was not a submittal to the i
NRC and therefore, should not be placed in the Public Document Room records.
l Subsequently, BG&E has referred to this report in developing its April 7, 1989
-l "Calvert Cliffs Performance Improvement Plan" and the July 31, 1989 "Calvert j
Cliffs Performance Improvement Plan Implementation Report." As a result, I contacted Mr. Bruce S. Montgomery, Principal Engineer - Licensing, at Calvert l
Cliffs on August 18, 1989 and requested BG&E's concurrence with the placement of this report in the public domain. Mr. Montgomery discussed this matter with his supervisor, Mr. James Lippold, General Supervisor - Technical Services Engineering, and Mr. Charles Cruse, Manager - Nuclear Engineering Services. Mr. Montgomery informed me, on August 18, 1989,- that Messrs. Cruse i
and Lippold had agreed to the placement of this report in the public domain.
Consequently, this memo serves to perform that function.
