Dear Ms. Haden,

RTI Inc, Process Technology of North Carolina requests approval to install a replacement source rack in its irradiator.

RTI Inc engaged Amershan International to advise us on methodology to improve the maximum / minimum adsorbed dose ratio of product.

They suggested that a reconfiguration of the source rack should result in a better ratio. It was recommended that a change from a 4 by 4 high module rack to a 4 by 5 high module rack would be more efficient.

RTI contracted with Mr. Tom Grubb of Machine Design & Fabrication, Inc of Apex, NC to design and build the new rack.

Drawings for the replacement rack were delivered to you on April 8, 1994.

Specifications for the source rack include:

All material to be 304 Stainless Steel.

All welds to be TIG using ER308L filler metal.

There are to be no burrs or sharp edges.

The unit to be built as per drawing.

The cable attachment eye bolt is to be rated at 2150 pounds or higher.

Prior to installation all welds will be checked by visual inspection.

l After installation and prior to loading radioactive material the source rack will be tested to assure:

Its proper movement in the system.

All safety devices operate as specified.

i A r$ view of radiological sefety factqrs shows that safety will be improved. The new rack will not have gny moving parts thus improving the safety factor.

There will be sufficient water shielding over the radioactive material when in the fully shielded position to assure that radiation readings at 30 cm over the edge of the pool will be below 2 mrem per hour.

After loading of the sources in the rack and prior to start up of operations the safe movement of the rack will be tested, all entry way safety interlocks will be tested and a complete facility radiation survey will be performed.

We expect to ingtall this rack in mid-1994. We will advise you of the exact dates at least 4 weeks in advance.

You expedient review will be appreciated.

There was not enough information for us to specifically answer Ms.' Haden's request. The attachment references information that is required to perform the review and which upon review would address Ms. Haden's request (bullets 2,3, and 4 of Richard Woodruth's letter)

Bullet 1 of Dick's letter is unclear.

If they mean what training does RTI have to have in the way of engineering design, the answer is - no specific training is required.

RESPONSE TO NORTH CAROLINA'S TECHNICAL ASSISTANCE REQUEST We have reviewed the package provided to Ms. Haden.

In order to review-the new source rack design and its acceptability for licensing, at a minimum, the design specifications of.the current system are required. These specifications are required in order to answer the following questions.

1) What are the dimensions (including tolerances) of the current rack system (i.e., modules, sources, rack, etc.)
2) How is the current rack system moved-from the shielded to the exposed position? What are the specifications (i.e.,

rated loads, torque, speed,' etc.) for the pneumatic cylinders, motors or other components that are used to move the source rack?

3) ? hat is the maximum weight of the current rack system?
4) What are the materials of construction of the current rack system and why were these materials chosen?

In addition, RTI needs to submit information regarding the following:

1) The new rack design may affect how the irradiator is licensed (i.e., source loading / unloading, maintenance and emergency procedures, increased radiation levels, etc.).

The applicant should submit any necessary information that may affect the current license.

2) Weight of the new rack design when fully loaded in the j

exposed position and shielded position. For the exposed

position, the weight should include the weight of any water I

that may be trapped (no drainage holes shown on rack).

3) How is the eye bolt attached? Is the eye bolt welded to the rack?
4) Diameter of the source rack guide tubes.

5) Any prototype testing performed on the rack (i.e., drop

test, temperature test (warpage), etc.).
